planning research with the present and future needs of 2 population and family planning programs;

(c) to improve administrative and operational supervision of domestic family planning services and of

population research programs related to such services;

(d) to enable public and voluntary agencies to plan and develop comprehensive programs of family planning services;

(e) to develop and make readily available information (including educational materials) on family planning and population growth to all persons desiring such information;

(f) to evaluate and improve the effectiveness of family planning service programs and of population research;

(g) to provide the trained manpower needed to effectively carry out programs of population research and family planning services; and

(h) to establish a National Population Sciences and Family Planning Services Administration as a primary focus within the Federal Government on matters pertain

ing to population research and family planning, through which the Secretary of Health, Education, and Welfare

shall carry out the purposes of this Act.

1 ESTABLISHMENT OF NATIONAL POPULATION SCIENCES AND

FAMILY PLANNING SERVICES ADMINISTRATION

SEC. 2. (a) There is hereby established, within the

4 Department of Health, Education, and Welfare, a National

5

Population Sciences and Family Planning Services Admin6 istration (hereinafter in this Act referred to as the "Admin7 istration"). The Administration shall, for administrative pur8 poses within such Department, be placed under the direct 9 supervision of the Assistant Secretary for Health and Scien10 tific Affairs.

11 (b) The Administration shall have a Director and a 12 Deputy Director and such advisers of the Administration as the Director, with the approval of the Secretary of Health, 14 Education, and Welfare (hereinafter referred to as the "Sec15 retary"), may determine.

(c) There is hereby established, within the Admin17 istration, a National Center for Family Planning Services (hereinafter in this Act referred to as the "Center"), which shall establish identifiable units to carry out, at a minimum, the following functions: Public information, program plan21 ning and development, manpower development and training, 22 supervision of field services, and grants management. 23 (d) There is hereby established, within the Admin24 istration, a National Institute for Population Sciences (here25 inafter in this Act referred to as the "Institute"), which

1 shall establish identifiable units to carry out, at a minimum, 2 the following functions: Reproductive physiology research, 3 contraceptive development and evaluation, operational re4 search, social science research, and grants management. 5 (e) The Secretary is authorized to provide the Admin6 istration with such full-time professional and clerical staff 7 and with the services of such consultants as may be neces

sary for the Administration to carry out its duties and 9 functions.

FUNCTIONS OF THE ADMINISTRATION

SEC. 3. (a) The Secretary of Health, Education, and 12 Welfare shall utilize the Administration

(1) to administer all Federal laws, over which the Secretary has administrative responsibility, which provide for or authorize the making of formula or special project grants related to population and family planning;

(2) to administer and be responsible for all population and family planning research carried on directly by the Department of Health, Education, and Welfare

or supported through grants to or contracts with agencies, institutions, and individuals;

(3) to act as a clearinghouse for information per

taining to domestic and international population and

(4) to provide a liaison with the activities carried on by other agencies and instrumentalities of the Federal

Government relating to population and family planning;

(5) to provide or support training for necessary manpower for domestic and foreign population and family planning programs of service and research;

(6) to coordinate and be responsible for the evaluation of the other Department of Health, Education, and Welfare programs related to family planning and population and to make periodic recommendations to the Secretary as set forth in section 4;

(7) to carry out the purposes set forth in subsections (a) through (h) of section 1 of this Act; and

(8) to carry out the programs established by the succeeding provisions of this Act.

(b) There are hereby authorized to be appropriated for

17 each fiscal year such amounts as may be necessary to meet

18 the administrative expenses of the Administration.

PLANS AND REPORTS

SEC. 4. (a) On January 1 after the enactment of this

Act the Secretary shall make a report to the Congress setting

22 forth a plan to be carried out over a period of five years, for

23

extension of family planning services to all persons desiring

24 such services, for research programs in reproductive physi25 ology, contraceptive development and evaluation, the social

1 sciences and operational research, for training of necessary

2 manpower for services and research, and for carrying out 3 the other purposes set forth in this Act.

(b) Such a plan shall, at a minimum, indicate on a 5 phased basis:

(1) the number of individuals to be served, the types of family planning and population growth information and educational materials to be developed and how they will be made available, the research goals to be reached, and the manpower to be trained;

(2) an estimate of the costs and personnel requirements needed to meet these objectives; and

(3) the steps being taken concerning a systematic reporting system capable of yielding comprehensive data on which service figures and program evaluations for the Department of Health, Education, and Welfare shall be based.

(c) On each January 1 following submission of the plan for a period of five years thereafter the Secretary shall 20 submit to the Congress a report which shall:
