1 and where practicable, provides treatment for, persons 2 within its catchment area who may otherwise be admit

ted to a State mental hospital; and 4

"(10) such center has a program for the follow5 up care of persons within its catchment area who are

discharged from a State mental hospital.”

(d) Section 221 (b) is repealed. 8 (e) Section 221 (c) is redesignated as section 221 (b) 9 and is further amended by striking the word “and” after 10 “1974” and by inserting before the period at the end thereof 11 the following: “and $20,000,000 for the fiscal year ending 12 June 30, 1976”.

(f) Section 221 is further amended by adding at the 14 end thereof the following new subsections:

15 “(c) Where an application for a grant under this part 16 for a community mental health center is made, such applica17 tion may not be approved unless the application provides or 18 is supported by assurances that the applicant19

"(1) will provide in that fiscal year, either directly 20

or through affiliation agreements, a program of compre21 hensive specialized services for the mental health of 22

children. Such services must provide a full range of diagnostic, treatment, liaison, and followup services (as prescribed by the Secretary) for all children and their fam

ilies in the area in need of such services; and

“(2) will make available consultation and education for personnel of all schools, probation departments, and other community agencies serving children in such

area;

5 “(d) If an application for a grant under this part for a 6 community mental health center is made, such application 7 may not be approved unless such application provides or is 8 supported by assurances that the applicant9

“(1) will provide in that fiscal year, either directly 10 or through affiliation agreements, a program of compre11

hensive specialized services for the mental health care 12 of the elderly. Such services must provide a full range 13 of diagnostic, treatment, liaison, and followup services 14 (as prescribed by the Secretary) for all elderly persons 15 residing in the area in need of such services; and

(2) will make available consultation and educa17 tion for personnel of other community agencies serving 18 the aged in such area; 19 “(e) (1) Where the Secretary determines that it is 20 feasible for an applicant to provide a program for the pre21 vention and treatment of alcoholism or drug abuse in the

22 area to be served by the applicant and that the need for such 23 a program is of a magnitude that would warrant the provi24 sion of such a program by the center, an application for 25 assistance under this part may not be approved unless it con

1 tains or is supported by assurances satisfactory to the Secre2 tary that the applicant will provide either directly or through 3 affiliation with other public or private nonprofit agencies such 4 programs in such fiscal year; or 5 “(2) Where the Secretary determines that it is feasible 6 for the applicant to assist the Federal Government in treat7 ment and rehabilitation programs for alcoholics and drug 8 abusers in the area to be served by the applicant, an applica9 tion for assistance under this part may not be approved unless 10 it contains or is supported by assurances satisfactory to the 11 Secretary that the center will enter into agreements with

12 departments or agencies of the Government under which

13 agreements the center may be used (to the maximum extent 14 practicable) in the treatment and rehabilitation programs 15 provided by such departments or agencies. 16 “(f) Any community mental health center which has 17 received approval but not the funding of its application for 18 assistance under this Act prior to June 30, 1973, shall be 19 given a priority with regard to assistance applied for after 20 such date under the provisions of this part.” 21 (g) Section 224 (a) of such Act is amended to read as

22 follows:

“SEC. 224. (a) There are hereby authorized to be ap24 propriated to enable the Secretary to make grants to com25 munity mental health centers to cover a portion of the costs

1 of operating expenses, under the provisions of this part, 2 $90,000,000 for the fiscal year ending June 30, 1974; 3 $100,000,000 for the fiscal year ending June 30, 1975; and 4 $110,000,000 for the fiscal year ending June 30, 1976. For 5 the fiscal year 1974, and succeeding fiscal years, there are

6 hereby authorized to be appropriated such sums as may be -7 necessary to make grants to such centers which have previ

8 ously received a grant under this part and are eligible for 9 such a grant for the year for which sums are being appropri

10 ated under this sentence."

11 (h) Section 224 of such Act is further amended by add12 ing at the end thereof the following new subsections : 13 "(c) No less than 1 per centum of the amount appro14 priated pursuant to subsection (a) for

15 be available to the Secretary for evaluation of programs 16 authorized under this Act. Each community mental health 17 center shall spend no less than 1 per centum of a grant re18 ceived under subsection (a) for evaluation of its programs'

19 effectiveness in serving the needs of its catchment area 20 community, and reviewing the services provided by the

21 center.

“(d) Except for community mental health centers which

23 have received assistance under this part prior to June 30,

24 1973 (for which the level of assistance shall remain un25 changed), assistance under this part26

" (1) to centers not serving a rural or urban poverty

area shall not exceed the product of the number of

2 persons served by such center multiplied by $18; or

“(2) to centers serving a rural or urban poverty 4 area shall not exceed the product of the number of 5 persons served by such center multiplied by $30. 6 “(e) In making grants to community mental health 7 centers under subsection (d) (2) of this section, the Secre

8 tary shall require assurances that such added funds shall be

9 used to serve the poor within such poverty area.”. 10 (i) Part B of such Act is further amended by adding

11 at the end thereof the following new section:

12 "GRANTS FOR CONSULTATION AND EDUCATION SERVICES

“SEC. 225. (a) The Secretary shall, beginning in the 14 ninth year after the first year after a grant has been made

15 under this title, make grants to community mental health

16 centers for the costs of consultation services not to exceed

17

“(1) 10 per centum of the total operating costs of such center divided by the number of years the center has

18

19

been in operation in a nonpoverty area, and

20

" (2) 20 per centum of the total operating costs of 21 such center divided by the number of years the center 22

has been in operation in an urban or rural poverty area. 23 “ (1) There are authorized to be appropriated to carry 24 out the purposes of this section such sums

as may be

25 necessary.
