A fee charged at designated national

parks, monuments, recreation areas, seashores,

historic and memorial parks and sites administered by the National Park Service

A fee charged for use of specialized

sites, facilities, equipment, or services furnished at Federal expense.

permits issued for uses such as group activities, recreation events, motorized recreation vehicles, and other specialized uses.

aggregated continuously, intermittently or
simultaneously by one or more persons.

The presence of one of more persons on

an area of land or water for the purpose of engaging in one or more recreation activities during

continuous, intermittent, or simultaneous periods of time aggregating 60 minutes.

SECTION 1
INTRODUCTION

This section of the report comprises information related to federal recreation A synopsis on the trends in fees provides the reader with insight on fee collection at various government levels, travel trends, and the Golden Eagle Passport Program.

Part Two contains information on the different types of fees charged at federal areas and a summary of the recent legislation effecting fees.

Part Three has data on the number of visitor hours spent at federal recreation areas by the visiting public. This data represents a milestone in reporting interagency visitation because the participating agencies have agreed to use the "visitor hour" as a common unit of measurement for purposes of this report.

Part Four is devoted to the HCRS federal recreation fee program onsite evaluations. These evaluations are personal contacts with the recreation area visitors that help the Congress and land-managing agencies gain insight to the public attitude toward the recreation fee program and the Golden Eagle/Golden Age Passport Program. The evaluations also provide an opportunity to reach the public on a one-to-one basis.

Part Four is a compilation of exhibits that provide specific background material pertinent to Parts One through Three.
