Instead of three Parts it contains only two. Part III, which appeared last year, contained the "Red Letter" Chapters. These are only printed every ten years and are therefore omitted this year. Instead, each Chapter in Part II, which deals with the work and events of the year under review, is preceded, where necessary, by a note explaining the history and functions of the department of Government whose work is reviewed and its place in the administration. Part I is a general summary of the year's work. The number of illustrations has been largely increased so as to cover as many as possible of the activities of Government that lend themselves to pictorial treatment.
