Internal board within Federal grantor agency that reviews program plications.

blic Housing Agency

Any state, county, municipality, or other governmental entity or public dy authorized to engage in or assist in the development and operation low-income housing and determined by the Department of Housing and Urban @velopment as eligible to undertake projects pursuant to their regulations see OMB #14.146).

blic Works Project

Any kind of construction or creative project sponsored by the government or the public good.

al Property

Land, land improvements, and structures; does not include movable machinery ad equipment (see OMB #13.676).

edevelopment Area

An area that meets one of the following two criteria: (1) high nemployment, and (2) low median family income.

equest for Proposal/Solicitation

A government announcement requesting grant proposals on a specific opic.

esearch Coordinating Unit (RCU)

An agency that coordinates vocational education activities in the areas f research, curriculum, and personnel development at the state level (see MB #84.050).

esource Conservation and Development Area (RC&D)

An area covering several counties in which various conservation problems re identified so that funds can be targeted to the specific area (see MB #10.901).

evenue Sharing

A block grant program in which the Federal government returns monies to tate and local governments (under a general formula) to be expended for the articular needs as determined by the state and local jurisdictions (see OMB 21.300).

A geographical area identified by the Office of Management and Budget and used primarily by the Census Bureau for compiling data. The area is usually made up of one county or a set of counties that contain a metropolitan center(s) with a population of 50,000 or more.

State Planning Agency (SPA)

State agency responsible for the dissemination of Federal criminal justice funds to organizations and localities within the State.

State Subunit

A unit of government with direct access to the state, usually a county or city.

Supplemental Educational Opportunity Grant (SEOG)

Grant given to undergraduate students with exceptional financial need to pursue higher education. First year SEOG's are Initial Year Grants (IY); subsequent grants are Continuing Year Grants (CY).

Title XX

Provides for social services under 1974 amendments of the Social Security Act to low-income and income-maintenance individuals based on AFDC, Supplemental Security Income (SSI), and the median family income (see OMB #13.644).

Tools for Schools

The popular name for the Industrial Equipment Loans to Educational Institutions program (see OMB #12.001).

Work Incentive Program (WIN)

This program offers employment and training services to employable welfare recipients under Aid to Families with Dependent Children (see OMB #13.646).

Young Adult Conservation Corps (YACC)

Group of young men and women between the ages of 16 and 23 employed to do conservation work and other public projects on non-Federal public lands and waters. This program is run jointly by Departments of Agriculture and Interior (see OMB #10.663).

Youth Opportunity Centers

As part of the network of local offices of the U.S. Employment Service, Youth Opportunity Centers attempt to serve youths needing employment and employers seeking to hire young people.
