To provide training for instructors of bilingual vocational training programs.

To provide pre-service training to prepare persons participate in vocational training programs; to provide inservice programs to enable such personnel to improve their qualifications and to provide fellowships or traineeships for persons engaged in such pre-service or in-service training.

To provide training for staff and leadership personnel associated with projects funded under the Special Programs for Students from Disadvantaged Backgrounds, and program numbers 84.042, 84.044, 84.047 and 84.066.

Contracts will support the operation of short-term training institute and inservice training of various categories of staff and leadership personnel of funded projects, and persons engaged in directing programs for youths as well as students from disadvantaged backgrounds or those who are eligible for participation in one or more of the Special Programs for Students from Disadvantaged Backgrounds.

Institutions of higher education, public agencies and nonprofit private organizations.

Special Programs staff; other staff and leadership personnel in grantee's institution or agency; and other leadership personnel who are directly involved in the education of students served by, or eligible to be served by, Special Program projects.

To provide facilitative services and resources to stimulate educational institutions, governmental agencies, and private organizations to improve and expand their activities relating to reading, communication skills, both written and oral, and mathematical skills.

This program is divided into three major components: Part A Instruction in Basic Skills - This section will provide assistance for activities designed to demonstrate improved delivery of instructional services in the areas of reading, mathematics, and oral written communication. Part B Parental Participation in Basic Skills Instruction - Supports activities to enlist the assistance of parents and volunteers working with schools to improve the skills of children in reading, mathematics, and oral and written communication. Part C Involvement of Educational agencies and Private Organizations Provide assistance and information to state and local educational agencies, institutions of higher education and private agencies, organizations, and institutions (such as labor unions, volunteer organizations, and business associations) to support the efforts of such agencies to stimulate children, youth, and adults to improve their achievement in basic skills.

State educational agencies, local agencies, public or private agencies, organizations or institutions, including institutions of higher education are eligible to receive grants under this program. A for-profit agency, organization or institution may compete and receive a contract.

Inexpensive Book Distribution Program supports 75 percent of the quirements: cost of purchasing books.
