We meet today to begin our consideration of the fiscal years 1984-85 budget request for the Department of State, the U.S. Information Agency, the Board for International Broadcasting, and the Inter-American Foundation. The subcommittee, having the responsibility, of course, has been long concerned about the resource and management problems facing the foreign policy agencies and the effect these problems have on the conduct of diplomacy. To address all of these problems, we are pleased to welcome the Secretary of State, Mr. George P. Shultz. He continues a tradition of past Secretaries to use this opportunity to discuss his philosophy of management and its relevance to the foreign policy establishment and the attainment of the international objectives of the United States. So, Mr. Secretary, we look forward to discussing with you such issues as the Foreign Service personnel system, the Foreign Service Act, the management of the bureaus and their resources, the newly created Office of Foreign Missions, as well as that of coordinator for International Communications and Information Policy, and other related matters. We are delighted that in your very busy schedule, Mr. Secretary, you have taken the time to indicate your deep concern and interest in the foreign policy personnel and establishment that makes it possible for the State Department to do the job that has to be done.
