The special subcommittee met, pursuant to notice, at 9:30 a.m., room 6202, New Senate Office Building, Senator Edward M. Kennedy (chairman of the special subcommittee) presiding. Present: Senators Kennedy and Prouty.

Committee staff members present: Dr. Philip Caper, professional staff member; and Roy H. Millenson, minority professional staff member.

Senator KENNEDY. The subcommittee will come to order.

Senator Prouty has always been very interested in the National Science Foundation. He is a prime sponsor of the administration proposal, and he has followed all of the matters of the Foundation. Science is extremely close to him, so I will yield to him.

Senator PROUTY. Mr. Chairman, I welcome these hearings and the witnesses before the subcommittee.

In reviewing the material attendant with these hearings, I was again reminded of the enormity of the challenge we face in insuring that technology is the servant, not the master of man.

I am pleased by the new directions the National Science Foundation has taken in recent years, and I wish to take the opportunity to commend Doctor McElroy for his stewardship of the Foundation. I see in the fiscal year 1972 budget request for the Foundation a new emphasis on human values and needs. I welcome this new emphasis. As you know, I have sponsored both the bills before this subcommittee. As the ranking Republican on the subcommittee, I introduced S. 1168 on behalf of the administration.

As one long concerned with adequate support for our schools, I joined as a cosponsor of your bill, Mr. Chairman, S. 1968, which restores, through earmarking, vital NSF education programs.

A BILL

To authorize appropriations for activities of the National Science Foundation, and for other purposes.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "National Science Founda4 tion Authorization Act of 1972".

5 SEC. 2. (a) There is hereby authorized to be appro6 priated to the National Science Foundation, to enable it to 7 carry out its powers and duties under the National Science 8 Foundation Act of 1950, as amended, and under title IX 9 of the National Defense Education Act of 1958, out of any 10 money in the Treasury not otherwise appropriated, $668,
