§ 515. Penalties.

(a) Any person who violates any of the provisions of this chapter shall be guilty of a felony, and, upon conviction thereof, shall be fined not more than $10,000 or imprisoned not more than five years, or both.

(b) Any person who willfully makes, aids, or assists in the making of, or procures, counsels, or advises in the preparation or presentation of, a false or fraudulent statement in any application made pursuant to this chapter shall be guilty of a misdemeanor, and, upon conviction thereof, shall be fined not more than $2,000 or imprisoned for not more than one year, or both. § 516. Burden of proof of exemptions; presumptions. It shall not be necessary to negative any exemptions set forth in this chapter in any complaint, information, indictment, or other writ or proceeding laid or brought under this chapter and the burden of proof of any such exemption shall be upon the person claiming its benefit. In the absence of proof by such person that he is the duly authorized holder of an appropriate license or quota issued under this chapter, he shall be presumed not to be the holder of such license or quota and the burden of proof shall be upon him to rebut such presumption. § 269b. Inter-American Children's Institute; appropriation.

In order to meet the obligations of the United States as a member of the Inter-American Children's Institute, there is authorized to be appropriated to the Department of State for the fiscal years 1963 and 1964 such sums not to exceed $50,000 per fiscal year, as may be necessary for the payment by the United States of its share of the expenses of the Institute, as apportioned in accordance with the statutes of the Institute. § 269f. International Bureau for Protection of Industrial Property; appropriation.

There is authorized to be appropriated to the Department of State (a) the sum of $10,514 for payment by the United States of certain contributions for the support of the International Bureau for the Protection of Industrial Property for the period beginning July 1, 1950, and extending through the fiscal year expiring June 30, 1959; and

(b) Such sums, not to exceed $15,000 annually, as may be required thereafter for the payment by the United States of its proportionate share of the expenses of said international bureau. (Pub. L. 86614, July 12, 1960, 74 Stat. 381, amended Pub. L. 8869, July 19, 1963, 77 Stat. 82.)

AMENDMENTS

1963-Pub. L. 88-69 increased the limitation on the annual appropriation authorization from $7,250 to $15,000. § 269g. The President is hereby authorized to accept membership for the Government of the United

States in (1) the Hague Conference on Private International Law and (2) the International (Rome) Institute for the Unification of Private Law, and to appoint the United States delegates and their alternates to meetings of the two organizations, and the committees and organs thereof. § 269g-1. Same; appropriations.

There is authorized to be appropriated such sums as may be necessary, not to exceed $25,000 annually, for the payment by the United States of (1) its proportionate share of the expenses of the Hague Conference on Private International Law and of the International (Rome) Institute for the Unification of Private Law, and (2) all other necessary expenses incident to participation by the United States in the activities of the two organizations referred to in clause (1) of this section. § 271. International Labor Organization; membership. ACCEPTANCE OF CONSTITUTIONAL AMENDMENT BY UNITED STATES

Pub. L. 88-65, July 17, 1963, 77 Stat. 80, provided: “That the President is hereby authorized to accept on behalf of the United States of America the instrument for the amendment of the constitution of the International Labor Organization adopted at Geneva on June 22, 1962, by the International Labor Conference at its forty-sixth session."

§ 276. Bureau of Interparliamentary Union; American group; appropriation; disbursements.

An appropriation of $48,000 annually is authorized, $21,000 of which shall be for the annual contributions of the United States toward the maintenance of the Bureau of the Interparliamentary Union for the promotion of international arbitration; and $27,000, or so much thereof as may be necessary, to assist in meeting the expenses of the American group of the Interparliamentary Union for each fiscal year for which an appropriation is made, such appropriation to be disbursed on vouchers to be approved by the President and the executive secretary of the American group. AMENDMENTS

1962-Pub. L. 87-565 substituted "$21,000" and "$27,000" for "$18,000" and "$30,000", respectively. 1961-Pub. L. 87-195 substituted "$48,000" for "$33,000", and "$30,000" for "$15,000.”

REPEALS

Section 710(a) of Pub. L. 87-195, which amended this section, was repealed by section 401 of Pub. L. 87-565, except insofar as section 710(a) affected this section.

TERMINATION DATE OF 1961 AMENDMENT Section 710(b) of Pub. L. 87-195 which provided that the amendments made by section 710(a) to this section shall be effective only for the fiscal year 1962, was repealed by section 401 of Pub. L. 87-565.

§ 276c-1. Reports of expenditures by members of American groups or delegations and by Congressional employees; consolidated reports of Congressional Committees; publication.

Each member of the United States group or delegation to the Interparliamentary Union, the NATO Parliamentarian's Conference, the Canada-United States Interparliamentary Group, the MexicoUnited States Interparliamentary Group, or any similar interparliamentary group of which the United States is a member and each employee of the Senate or House of Representatives, by whom or on whose behalf expenditures are made from funds appropriated for the expenses of such group or delegation, shall file with the chairman of the Committee on Foreign Relations of the Senate in the case of Members or employees of the Senate, or with the Committee on Foreign Affairs of the House of Representatives in the case of Members or employees of the House, an itemized report showing all such expenditures made by or on behalf of each Member or employee together with the purposes of the expenditure, including lodging, meals, transportation, and other purposes. Within sixty days after the beginning of each regular session of Congress, the chairman of the Committee on Foreign Relations and the chairman of the Committee on Foreign Affairs shall prepare consolidated reports showing with respect to each such group or delegation the total amount expended, the purposes of the expenditures, the amount expended for each such purpose, the names of the Members or employees by or on behalf of whom the expenditures were made and the amount expended by or on behalf of each Member or employee for each such purpose. The consolidated reports prepared by the chairman of the Committee on Foreign Relations of the Senate shall be filed with the Committee on Appropriations of the Senate and the consolidated reports prepared by the chairman of the Committee on Foreign Affairs of the House shall be filled with the Committee on House Administration of the House. Each such consolidated report shall be printed in the Congressional Record within ten days after receipt by the Committee on Appropriations of the Senate or the Committee on House Administration of the House. CANADA-UNITED STATES INTERPARLIAMENTARY GROUP [New]

§ 276d. United States group; appointment; term; meetings.

Not to exceed twenty-four Members of Congress shall be appointed to meet jointly and at least annually and when Congress is not in session (except that this restriction shall not apply during the first

session of the Eighty-sixth Congress or to meetings held in the United States) with representatives of the House of Commons and Senate of the Canadian Parliament for discussion of common problems in the interests of relations between the United States and Canada. Of the Members of the Congress to be appointed for the purposes of this section (hereinafter designated as the United States group) half shall be appointed by the Speaker of the House from Members of the House (not less than four of whom shall be from the Foreign Affairs Committee), and half shall be appointed by the President of the Senate from Members of the Senate (not less than four of whom shall be from the Foreign Relations Committee).

Such appointments shall be for the period of each meeting of the Canada-United States Interparliamentary group except for the four members of the Foreign Affairs Committee and the four members of the Foreign Relations Committee, whose appointments shall be for the duration of each Congress. § 276e. Appropriations; disbursements.

An appropriation of $30,000 annually is authorized, $15,000 of which shall be for the House delegation and $15,000 for the Senate delegation, or so much thereof as may be necessary, to assist in meeting the expenses of the United States group of the Canada-United States Interparliamentary group for each fiscal year for which an appropriation is made, the House and Senate portions of such appropriation to be disbursed on vouchers to be approved by the Chairman of the House delegation and the Chairman of the Senate delegation, respectively. § 276f. Report to Congress.

The United States group of the Canada-United States Interparliamentary group shall submit to the Congress a report for each fiscal year for which an appropriation is made including its expenditures under such appropriation. (Pub. L. 86–42, § 3, June 11, 1959, 73 Stat. 73.)

§ 276g. Auditing of accounts.

The certificate of the Chairman of the House delegation or the Senate delegation of the CanadaUnited States Interparliamentary group shall hereafter be final and conclusive upon the accounting officers in the auditing of the accounts of the United States group of the Canada-United States Interparliamentary group.
