PAY INCREASE COSTS AND EMPLOYEE RELATION EXPENSES

In both 1967 and 1968 we are absorbing some of these costs by administrative action. Attachment #6 indicates the detail by account. Supplemental amounts for 1967 that cannot be absorbed are proposed to be derived from surplus funds in the account, "Unemployment Compensation for Federal Employees and Exservicemen." Therefore no additional appropriations will be sought for this purpose in 1967. It is not possible, however, to carry the 1967 absorption into 1968 except in a few cases. There is $334,000 included in the mandatory changes to restore these required payments ($236,600 will be absorbed again in 1968).

WITHIN-GRADE COSTS

These are mandatory costs too and the attached table (Attachment #7) reflects the need and the extent of absorption which we believe can be achieved for each account. Costs have been computed only after analysis of each position in terms of when each promotion will fall due and what savings we think may be achieved as a result of employee turnover.
