Broadhurst has served as a consultant on child abuse and neglect prevention programs since 1976. From 1974 to 1976, she was coordinator of Project PROTECTION for the Montgomery County Public Schools. This was a model program to train educators to recognize and properly refer children who may be abused or neglected. She has also served on the Maryland State Advisory Committee on Child Abuse and Neglect since 1974. James S. Knoeller is Project Director of Juvenile Justice Training for the Division of State Police of the State of New Jersey. Prior to that, he served as a detective involved in investigation of juvenile crime and child abuse throughout New Jersey.
