BURCH: The Johnson-O'Malley project form for funding does not seem to be applicable for the Arizona State Plan for Johnson-O'Malley funds. The present plan calls for districts to receive funding on a need basis rather than a project basis. Therefore, this fund request form does not seem to be appropriate for Arizona schools. Until such time as districts are applying for project funds, there would be no need for this type of application. The type of form that would be most suitable for Arizona at the present time would be the form used by Mr. Jim Turner in figuring district need based upon their adopted budget. Sincerely, W. P.
