Title XII, Higher Education Act, State Planning Commissions Program Section 1203 of the Higher Education Act, as amended, authorizes grants and/or technical assistance to State Postsecondary Education Commissions, established pursuant to Section 1202(a) of the Act, for the purpose of conducting comprehensive statewide planning for postsecondary education. The program is operated as a formula grant program, with funds available upon application by the State Commissions. Funds awarded in a given fiscal year are available to support comprehensive planning activities through the close of the following fiscal year. In addition to conducting comprehensive planning activities, these Commissions may, at the option of the State, be designated as the State agency to administer the following programs under the Higher Education Act: Title I, Community Services and Continuing Education; Title VI-A, Undergraduate Instructional Equipment Grants; and Title VII-A, Grants for the Construction of Undergraduate Academic Facilities. These Commissions are also authorized to review and comment upon proposals submitted by eligible applicants in their respective States to the Fund for the Improvement of Postsecondary Education.
