it sees fit so long as it does not transgress the boundaries imposed by the Constitution. *** The practice of paying brokerage, or sums in lieu of brokerage, to buyers or their agents by sellers was found by Congress to be an unfair trade practice resulting in damage to commerce. Paragraph (c) prohibits such practice. We conclude that Congress has properly exercised its power to the end that the main abuse may be done away with." - FIRE INSURANCE RATES IN TURKEY Fire insurance rates which have been in effect in Turkey since November 7, 1931, have been reduced considerably recently and the modified insurance tariff was put into effect on June 1, 1939, according to the Office of the American Commercial Attache, Istanbul. The new tariff has been prepared more carefully and is more technical and detailed. While the previous table contained one column only, the new tariff has four columns divided as follows: 1. Buildings. 2. Contents neither commercial nor industrial. 3. Contents - commercial or industrial. only cereals and agricultural implements. As will be seen from the tables given below, the new rates show a reduction in certain cases as high as 30 percent; the reduction on the insurance rates for residences and furniture is about 20 percent. In the following tables are given the new insurance rates applicable to ordinary risks in all the cities of the Turkish Republic: "And now, in closing, may I insert a small advertisement for the Bureau of Foreign and Domestic Commerce, of which, under Secretary Hopkins, I have the honor to be Director? * "In this Bureau we have no belief in our capacity to tell you how to run your business. When we ask your cooperation in an enterprise it is for that purpose alone, in order that, in the words of the historian, Bancroft, Commerce may invade every zone, defy every wind, and outride every tempest.
