A REVIEW OF CANADIAN LEGISLATION

Ratification of the revised United States-Canada Trade Agreement, extension of marketing assistance to wheat growers and other primary producers, and establishment of a central mortgage bank to facilitate debt adjustment were the principal measures passed in the 1939 session of Parliament which prorogued June 3. The session was notable because for the first time in history a reigning British sovereign presided over that body and gave Royal Assent to a number of bills.

TRADE AGREEMENT RATIFIED

The tariff schedules of the United States-Canada Trade Agreement, negotiated at Washington, November 17, 1938, became effective on January 1, 1939. Parliament ratified the agreement giving legislative sanction to the pact. One provision of the agreement was that Canada would enact legislation to exempt from the 3 percent special excise tax those goods imported from the United States which are listed in Schedule I of the agreement. As finally enacted, the tax is removed from all goods imported from the United States and from other countries except those few nations whose products are subject to entry under the general tariff. Elimination of the tax from all goods imported from the United States should improve the competitive position of American exporters not only with Canadian producers but also with British Empire countries, imports from which have been exempt from the tax in recent years.

WHEAT BOARD ACT AMENDED

Wheat legislation occupied a prominent place at the recently concluded session of Parliament. An amendment to the Wheat Board Act repeals the provisions that the board may with the approval of the governor-in-council fix a price to be paid to primary producers. In its stead a provision is substituted that the guaranteed initial price shall be 70 cents a bushel for No. 1 Northern wheat, basis in store at Fort William.

Participation certificates entitling growers to a share of the surplus, if any, of the operations of the Wheat Board during the crop year will be issued as before. To limit the liability of the treasury for payments under the 70-cent guaranteed initial price, an individual producer will not be permitted to sell more than 5,000 bushels of wheat to the board in any crop year. Authority is given the board to pay a guaranteed initial price to wheat growers in eastern Canada
