MEAT INSPECTION

SUBCOMMITTEE ON AGRICULTURAL

RESEARCH AND GENERAL LEGISLATION OF THE

COMMITTEE ON AGRICULTURE AND FORESTRY,

The subcommittee met, pursuant to notice, at 9:30 a.m., in room 824, Old Senate Office Building, Senator Harry F. Byrd, Jr., of Virginia, presiding.

Present: Senators Byrd of Virginia (presiding), Ellender, and Boggs.

Also present: Senators Montoya and Mondale.

Senator BYRD (presiding). The committee will come to order. First, I would like to say that this is a very inconvenient time for the acting chairman of this committee to have this meeting. It was called for today and for tomorrow because it was my understanding that the Department of Agriculture would like to have this legislation handled as quickly as possible, and I did not want to delay it or hold it up in any way.

I have had a longstanding engagement, beginning at 10:30 this morning, and Senator Ellender has very kindly consented to relieve me as acting chairman; and even though his schedule is extremely busy, he will be here to take over the hearing when I have to leave.

I will be back as quickly as I can, but I have this other engagement and I want the record to show that I want to have this meeting as quickly as possible because it is my understanding the Department would like to have the hearing at the earliest possible date.

The hearings will continue tomorrow, and also 2 days of next week, when Senator Mondale and others will testify.

Senator BOGGS. Along that line, if I may, I want to say that I am in a somewhat similar situation. I want to cooperate to expedite the consideration of the legislation, but I am also on the Post Office and Civil Service Committee, which is having executive sessions on the postal rates and pay raise bill, and it is essential that I be at the committee, beginning at 10 o'clock today. So I will have to ask to be excused, but plan to be here tomorrow.

Senator BYRD. The Senator from Delaware is also doing double duty, and I appreciate his being here at this time.

Before I call on the Senator from New Mexico, I would like to make this statement:

The subcommittee is holding hearings today on three bills to revise the Meat Inspection Act: S. 2147, S. 2218, and H.R. 12144.
