that He would be graciously pleased, acting in the Name and on the Behalf of Your Majefty, to confer fome fignal Mark of the Royal Favour upon Charles Lord Colchester, late Speaker of the Houfe of Commons, for his great and eminent Services performed to his Country during the long and important Period in which he had, with fuch diftinguifhed Ability and Integrity, prefided in the • Chair of the House of Commons, and affured His Royal Highness, that whatever Expense His Royal Highness fhould think proper 'to be incurred upon that Account, the faid Houfe would make good the fame to His Majefty: And Whereas His Royal Highnefs The Prince Regent, in Answer to the faid Addrefs, was graciously pleafed to declare, that His Royal Highnefs had the jufteft Senfe of the long Services and great Merit of Charles Lord Colchester, late Speaker of the Houfe of Commons, and in the Name and on the Behalf of Your Majefty had already taken the • fame into his Confideration, and was defirous, in Compliance with the Wishes of Your Majesty's faithful Commons, to confer upor the faid Lord Colchester fome further fignal Mark of His Favour; but as the fame could not be effectually granted and fecured with. • out the Concurrence of Parliament, His Royal Highnefs recommended to the House of Commons the Adoption of fuch Measures as might be necessary for the Accomplishment of that Purpose:" Now we, Your Majefty's moft dutiful and loyal Subjects, the ComImons of the United Kingdom in Parliament affembled, have refolved that the Annual Sum of Four thousand Pounds Net be granted out of the Consolidated Fund of the United Kingdom of Great Britain and Ireland; the faid Annuity to commence from the Fifth Day of April One thoufand eight hundred and feventeen, and to be fettled in the most beneficial manner upon, and to continue during the Life of Charles Baron Colchester of Colchester in the County of Effex, and that the Annual Sum of Three thousand Pounds Net be granted to His Majesty out of the faid Confolidated Fund, to commence on the Expiration of the above mentioned Annuity of Four thousand Pounds, and to be fettled in like manner upon and to continue during the Life of fuch Heir Male of the Body of the said Charles Lord Colchester, as fhall first succeed to the Title of Baron Colchester of Colchester in the County of Effex; and do moft humbly befeech. Your Majefty that it may be enacted, and be it enacted by The King's Most Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament assembled, and by the Authority of the fame, That One Annuity or Yearly Rent or Sum of Four thousand Pounds of lawful Money of Great Britain fhall be iffuing and payable out of and charged and chargeable upon the Confolidated Fund of the United Kingdom of Great Britain and Ireland (after paying or referving fufficient to pay all fuch Sum and Sums of Money as have been directed by any former A&t or Acts of Parliament to be paid out of the fame, but with Preference to all other Payments which fhall or may hereafter be charged upon or payable out of the faid Fund); and the fame fhall from time to time be paid Quarterly, free and clear of all Taxes and Deductions whatsoever, to the faid Lord Colchester, for and during the natural Life of the faid Lord Commencement Colchester; which faid Annuity or Yearly Rent or Sum fhall commence and take Effect from the Fifth Day of April One thousand eight hundred and feventeen; the First Payment to be computed

II. And be it further enacted, That from and after the Deceafe of the said Charles Lord Colchester One Annuity or Yearly Rent or Sum of Three thousand Pounds of lawful Money of Great Britain shall be iffuing and payable out of and charged and chargeable upon first fucceeding the faid Fund in manner aforefaid, and the same shall from time to to the Title, for time be paid Quarterly in manner aforefaid, free and clear of all Life. Taxes and Deductions what foever, to fuch Heir Male of the Body of the faid Charles Lord Colchester as fhall first fucceed to the Title of Baron Colchester of Colchester in the County of Effex, for and during the natural Life of fuch Heir Male.

III. And it is hereby further enacted, That it fhall and may be Treasury, by lawful to and for the Lord High Treafurer of the United Kingdom Warrant, to diof Great Britain and Ireland, or the Commiffioners of His Majesty's rect the Auditor Treasury of the United Kingdom of Great Britain and Ireland, or of the Exchequer any Three or more of them for the Time being, and they are hereby tures for the to país Debenauthorized and required by Warrant under their Hands, to direct Payment of fuch the Auditor of the Receipt of the Exchequer now and for the time Annuities being to make forth and pass Debentures from time to time for without Fee. paying the faid respective Annuities or Yearly Rents or Sums of Four thousand Pounds or Three thoufand Pounds in manner as aforefaid, and as the fame fhall from time to time become due and payable, without any Fees or Charges to be demanded or taken for paying the fame or any Part thereof; which faid Warrant, and the Debentures to be made forth and paffed thereupon, fhall be a fufficient Authority to the feveral and refpective Officers of the Receipt of the Exchequer now and for the time being for the Payment of the faid Annuities or Yearly Rents or Sums to the faid Lord Colchester and fuch Heir Male as aforefaid, at the respective Quarterly Days in this A&t before appointed for Payment thereof, without any further or other Warrant to be fued for, had or obtained in that Behalf.

IV. And it is hereby further enacted, That after figning of fuch Warrant not to Warrant, the fame fhall be good, valid and effectual in Law, according to the Purport and true Meaning thereof and of this Act, and shall not be determinable or revokable by or upon the Demise of His Majefty, (whom God long preferve!) or of any of His Heirs or Successors, or by or upon the Death or Removal of any of the said Commiffioners of the Treafury, or the Lord High Treafurer, or by or upon the Determination of the Power, Office or Offices of them or any of them.

V. hereby authorized and ftrictly enjoined and required to do, without Fee or Reward, all fuch Acts, matters and things as are hereinbefore directed and required, or fhall be neceffary to be done and performed by them, or any or either of them, in order to render this Act and the feveral Payments hereby directed effectual.

VI. And be it enacted, That the Acquittance or Acquittances, Receipt or Receipts of the faid Lord Colchester, and of the first Heir Male of the Body of the faid Lord Colchester on whom the faid Title shall defcend, fhall be a good and fufficient Difcharge for charge for Pay- the Payment of the faid refpective Annuities or Yearly Sums, without any further or other Warrant to be fued for or obtained in that Behalf; and that the faid refpective Annuities or Yearly Rents or Sums, and every Part thereof, fhall be free and clear from all Taxes, Impofitions and other Charges whatfoever; and in cafe any of the Officers of the Receipt of His Majefty's Exchequer fhall refuse or neglect to pay the faid respective Annuities or Yearly Rents or Sums, or any Part thereof, according to the true Intent and Meaning of this Act, or to do any Act neceffary to enable the faid Lord Colchester and the firft Heir Male of the Body of the faid Lord Colchester on whom the faid Title, Honour and Dignity of Lord Colchester thall defcend, to receive the fame, then the faid Lord Colchester and the next fucceeding Heir Male of the Body of the faid Lord Colchester on whom the faid Title fhall defcend, may from time to time fue, profecute and implead fuch Officers, or any of them, their Heirs, Executors or Administrators, by Bill, Plaint or Action of Debt, and fhall and may recover Judgment and fue out Executions thereupon against fuch Officers refpectively, their Heirs, Executors or Adminiftrators, for fo much of fuch Sum or Sums of Money then due and owing upon the faid refpective Annuities or Yearly Rents or Sums, or any Part thereof, as fhall have been in the Hands of the Officer or Officers of the Receipt of the Exchequer at the time or times when Demands fhall have been legally made of the Payment of the faid refpective Annuities or Yearly Rents or Sums, or any Part thereof as aforesaid, or for the Refufal or Neglect to do any Act neceffary to be done by fuch Officer or Officers respectively.

VII. And be it further enacted, That the faid Annuity or Yearly Rent or Sum of Four thousand Pounds fhall be and the fame is by this A&t vested in the said Lord Colchester, and the said Annuity or Yearly Rent or Sum of Three thousand Pounds fhall be and the fame is by this A&t vefted in the next fucceeding Heir Male of the Body of the faid Lord Colchester to whom the faid Title, Honour and Dignity of Lord Colchester fhall defcend; and the fame or any Part thereof fhall not at any time or times hereafter be aliened, conveyed, difpofed, charged or encumbered by the faid Lord Colchester, or by the next fucceeding Heir Male of the Body of the faid Lord Colchester on whom the faid Title fhall defcend, for any greater or larger Eftate or time than during the natural Life of the Perfon fo aliening, conveying, difpofing, charging or encumbering the fame, fo as to prevent the fame from defcending to the next or fucceeding Heir Male of the Body of the faid Lord Colchester to whom the faid title of Lord Colchester fhall defcend.

VIII. Provided always, and be it further enacted, That One Half of the faid Annuity or Yearly Rent or Sum fhall abate and be

fufpended during any Period in which the said Charles Lord 4,cocl. in a Colchester may hereafter hold any Place, Office or Employment certain Event. under His Majefty of equal or greater Amount, in Salary, Profit or Emolument, than the Amount of such Annuity.

CAP. XLVIII.

An Act to make further Provision for the Adjustment of the Accounts of the Consolidated Fund of the United Kingdom, and for making good any occafional Deficiency which may arife in the faid Fund in Great Britain or Ireland, refpectively; and to direct the Application of Monies by the Commiffioners for the Reduction of the National Debt.

WHEREAS, in confequence of the Confolidation of the Re

venues of Great Britain and Ireland, it is become expedient ← to make further Provifion for the Adjustment of the Accounts of the Consolidated Fund of the United Kingdom; and that for that Purpose Quarterly Accounts of the Iffues made out of the growing Produce of the Confolidated Fund in Ireland, for the • current Services there, fhould be made up and tranfmitted to Great • Britain, and provided for in manner hereinafter mentioned;' Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That immediately after the Termination of each Quarter of a Year ending upon the Fifth Day of April, the Fifth Day of July, the Tenth Day of October, and the Fifth Day of January respectively in each and every Year, Accounts fhall be made up in the Receipt of the Exchequer in Ireland of all Sums which fhall have been iffued, during the Quarter ending on the faid Days refpectively, out of the growing Produce of the Confolidated Fund arifing in Ireland, fpecifying feparately the Iffues made for defraying the Services comprized in the Annual Grants of Parliament, or which would in Great Britain be payable at the Receipt of the Exchequer out of any of the Aids or Supplies of the Year, and specifying alfo in each and fuch Account the Heads of Service for which fuch Iffues every were fo made; which Accounts fhall be certified by the Auditor General of the Receipt of His Majefty's Exchequer in Ireland, and fhall be tranfmitted by him to the Lord High Treafurer or the Commiffioners of His Majesty's Treafury of the United Kingdom of Great Britain and Ireland; and the Lord High Treasurer, or Commiffioners of His Majefty's Treasury, or any Three or more of them, fhall thereupon, by Warrant under his or their Hand or Hands, order and direct that out of any of the Aids or Supplies of the Year in the Receipt of the Exchequer in Great Britain, a Sum or Sums of Money equal to fuch certified Amount of the Iffues fo made out of the growing Produce of the Confolidated Fund arising in Ireland, for defraying the Services comprized in the Annual Grants of Parliament, or which would in Great Britain be payable at the Receipt of the Exchequer out of any of the Aids or Supplies of the Year, fhall be carried and placed to the Credit of the Confolidated Fund of the United Kingdom, for the Quarter ending on

the usual Quarter Day next enfuing after the Date of fuch Certificate, and the fame fhall thereupon be carried and placed to fuch Account and Credit by the Auditor of the Receipt of His Majesty's Exchequer in Great Britain; any thing in an Act made in the laft Seffion of Parliament, intituled An A& to unite and confolidate into One Fund all the Public Revenues of Great Britain and Ireland, and to provide for the Application thereof to the general Service of the United Kingdom, to the contrary notwithstanding.

And Whereas certain Payments have been heretofore made by Law or Ufage out of the growing Produce of the Confolidated Fund of Great Britain,' Be it therefore enacted, That it fhall and may be lawful for the Commiffioners of His Majefty's Treasury, or any Three or more of them, and they are hereby authorized and empowered, from time to time, to caufe any Payment or Payments to be made, or any Sum or Sums of Money to be iffued out of the growing Produce of the Confolidated Fund of the United Kingdom, at the Receipt of the Exchequer in Great Britain, in advance or otherwise, in like manner as had been practised before the paffing of the said recited A&t of the laft Seffion of Parliament; any thing contained in the faid Act to the contrary notwithstanding.

III. And Whereas the Exchequer Bills which have been iffued upon the Credit of Aids and Supplies heretofore granted by Parlia'ment have been provided for, and the Sums due and to arife from the Surplus of the Consolidated Fund of Great Britain under former Grants of Parliament, and which were applicable to the Discharge of such Exchequer Bills, have by reason thereof become no longer neceffary for fuch Service;' Be it therefore enacted, That all Grants made by Parliament, to arise from the Surplus of from the Surplus the faid Confolidated Fund, and which Surplus had not accrued prior to the Fifth Day of January One thousand eight hundred and seventeen, and alfo all Sums due from the faid Confolidated Fund to the Aids or Supplies of former Years, in refpect of Money advanced thereout to make good the Deficiencies of the faid Fund, fhall be and be deemed to be satisfied and cancelled, and no further Sums fhall be issued or iffuable thereupon; any thing in any Act or A&s of Parliament to the contrary notwithstanding.

IV. And be it further enacted, That all Balances due from Great Britain to Ireland, or from Ireland to Great Britain refpectively, upon or in respect of, or in any manner arifing out of the Ireland to Great joint Contribution of Great Britain and Ireland to the Expences of the United Kingdom, under the Provifions of the feveral Acts paffed in the Parliaments of Great Britain and Ireland respectively in the Thirty ninth and Fortieth Years and in the Fortieth Year of the Reign of His prefent Majefty, for the Union of Great Britain and Ireland, shall be and are hereby cancelled, and fhall be deemed and are hereby declared to be fatisfied and discharged; any thing contained in the said recited Acts or any other Act or Acts of Parliament to the contrary notwithstanding.
