DEAR MR. KASS: This refers to the Honorable Edward V. Long's letter of August 11, 1966, concerning the inventory of information on individuals in the records of Federal agencies.

This commission is a compact agency. It is an instrumentality of the District of Columbia, the State of Maryland, and the Commonwealth of Virginia. The commission does not maintain records on identifiable individuals other than its own employees.

It is our view that since the commission is not a Federal agency, and since it only maintains records on its employees, we have no information which would be useful to the committee.

DEAR MR. CHAIRMAN: This letter is in answer to your letter of August 11, 1966, requesting that we complete the questionnaire on the type of information currently kept on individuals. The Water Resources Council does not now nor do we contemplate requiring information of this type. Thus, our report is negative.

SIR: Dean Sayre is not in the city and cannot reply to your letter of August 11 in connection with your questionnaire on data about individual citizens kept by Government agencies.

I believe, however, that he would feel that there is little point in responding to the questionnaire. The Woodrow Wilson Memorial Commission has gathered no information on American citizens and will soon conclude its sole function: Preparation of a report recommending congressional action on a suitable memorial to Woodrow Wilson.
