3 This pertains to the FBI reports. Selective service forms are made confidential by regulation. The hearing officer's report is considered confidential, but its substance is included in our letter of recommendation to the appeal board, a copy of which is furnished the registrant.

4 A fair résumé of the information (other than the names of individuals furnishing it) contained in the FBI reports is furnished the registrant concerned and the Selective Service System. See also note 3, supra.
