CORRESPONDENCE WITH THE DEPARTMENT.

1. Complaints and Inquiries.- All complaints in regard to mail should be addressed to the postmaster and, whenever possible, they should be accompanied with the envelope or wrapper of the piece of mail to which the complaint refers. An early report should be made relative to lost or missing mail of any description. The postmaster will forward the complaint to the proper officer of the Department. Complaints in general affecting the service should likewise be made to the postmaster, but when that course is manifestly improper under the circumstances, they should be addressed to the Department. More than one subject should not be treated in the same letter, and the communication should bear the address of the officer in charge of the Bureau to which the business relates, as follows:
