BEEBE, DIRECTOR, DIVISION OF PLANNING AND BUDGETING Mr. NATCHER. The committee will come to order. We start hearings today on the budget request for the Department of Education. Since proposals are underway concerning the 1980 and 1981 fiscal year budgets, the new Secretary, Mrs. Hufstedler, will not be with us today, but will be with us a little later on. But we will go ahead with the different offices in the Department of Education. At this time we have before the committee the Commissioner of Education, Mr. William L. Smith. Mr. Smith, before you give us your statement, tell us who you have with you. Commissioner SMITH. Thank you, Mr. Chairman. I have with me this morning Mr. Vidal Rivera, who heads our Migrant Program. Next Mr. Josue M. Gonzalez, who heads our Office of Bilingual Education. Next to him is Mr. Richard Fairley, Director of the Division of Education for the Disadvantaged. Next to him is Mr. Minter, Deputy Commissioner. Then Mrs. Cora Beebe. On my right is Mr. Goldberg who heads up the State and Local Educational Programs, and Ms. Jan Solomon who is the budget analyst for the Bureau of School Improvement. Mr. NATCHER.
