STATEMENT OF H. LAWRENCE GARRETT III

Mr. GARRETT. Mr. Chairman, I have no opening statement as such. But if I may before I make a few brief personal comments, I would like to represent to the committee that if the committee and the Senate sees fit to confirm me for this position-before I leave my present position you will have the paperwork from the general counsel.

Mr. GARRETT. Thank you. With your indulgence, as I said, I would like to make just a few brief comments.

As you pointed out, Mr. Chairman and members of the committee, I have spent the majority of my adult life in the Navy, first as an enlisted man, a machinist mate in the submarine service; later as an aviator; and finally as a judge advocate.

As you can imagine, I am deeply honored, humbled beyond my ability to express, and profoundly grateful to the President for again giving me the opportunity to serve the U.S. Navy.

In a very real sense I think Marilyn and I are going home, and I have to tell you it feels good.

It is a particular pleasure and honor to be called upon to assist Secretary Webb as he strives to maintain and strengthen the ability of our sea services to meet the ever expanding demands of national security.

His leadership exemplifies courage, commitment and integrity. I can think of no one better suited to lead the Navy at this challenging time.

Finally, I want to express my deep appreciation to Secretary Weinberger for affording me the opportunity to serve as his general counsel, and to witness the dynamic, effective leadership he has brought to the Department of Defense.

I look forward eagerly to continued service with him, and the many outstanding professionals and friends in the Office of the Secretary of Defense.

And I might add my deep appreciation to this committee and to the Senate for confirming me last time.

Chairman NUNN. Thank you, Mr. Garrett.

One or two questions I would like to ask. The Navy over the past few years has made very sizable investments in procuring new ships, and to a lesser degree new airplanes.

These assets are increasing the size of the fleet, and also the costs of operating that fleet at a time when the budget, as we all know, is under a very severe squeeze, and all indications are the squeeze is going to get worse over the next 2 to 3 years.

So we have got a classic situation of whether we can afford what we are building. Do you have any thoughts on that subject? Is that a subject that you intend to take a look at when you get in your new position?

Mr. GARRETT. Certainly I will. I think Secretary Webb as well recognizes the need and the reality that we face in the out years.

I think with the help of the Congress, the administration has moved forward. We have a much stronger and much more able Navy at this point in time, but there are affordability issues that we are going to have to address.

Certainly I think Secretary Webb and I will do that. I think he has already undertaken an assessment of the Navy and where it is going in the next decade, and obviously, that is one of the issues that we are going to have to address, Senator.

Chairman NUNN. The other one I would like to bring up is the mine countermeasure problem. It is something that has been on the mind of our committee for 5 or 6 years. We have been talking about it and trying to push on that subject.

It is not a subject that is very interesting until we have a real crisis. But we have had some real problems in that procurement program.

Have you in your present position had a chance to look at any of those procurement problems in acquiring these countermeasures for ships and for mines, and what kind of priority do you believe that ought to assume, particularly in light of the Persian Gulf situ
