THIS TITLE

Title 34-EDUCATION is presently composed of one volume (Parts 0 to 199). The Department of Education was established at 45 FR 30803, May 9, 1980. This volume contains Subtitle A-Office of the Secretary (Parts 0 to 99) and Subtitle B, Chapter I-Office for Civil Rights (Parts 100 to 199). The contents of this volume represents all regulations codified under this title of the Code of Federal Regulations from May 9, 1980 to July 1, 1980.

Public Law 96-88 transferred other functions from several government agencies to the new Department of Education. As of July 1, 1980, the publication date of this volume, the regulations implementing these programs are codified in separate titles of the CFR. The Department of Education is planning to transfer and recodify each of these regulations to Title 34. If this transfer occurs before December 31, 1980, the Office of the Federal Register will announce an amended publication schedule for Title 34, CFR, 1980 edition.

Title 34-GOVERNMENT Management was vacated at 44 FR 60286, Oct.19, 1979, effective October 19, 1979. The Office of Management and Budget (OMB) transferred and redesignated Chapter I-Office of Management and Budget, Part 1OMB and Federal Management Circulars as Title 5, Chapter III-Office of Management and Budget, Subchapter B-OMB Directives, Part 1310. This action consolidated all Office of Management and Budget regulations into a single title of the Code of Federal Regulations.

For this volume Gertrude E. Belton was Chief Editor. The Code of Federal Regulations publication program is under the direction of Martha B. Girard, assisted by Robert E. Jordan.
