Page 7 - ... significant US deterrent force. We do not see a near-term ballistic missile threat to US territory from the so-called rogue nations, but we cannot be complacent about this assessment. The threat of long-range missiles from rogue nations could emerge in the future. The Intelligence Community estimates that this threat would take 15 years to develop, but could be accelerated if those nations acquired this capability from beyond their borders. This no longer makes sense.
