FULL COMMITTEE CONSIDERATION OF H.R. 6796, TO AUTHORIZE APPROPRIATIONS TO THE ENERGY RESEARCH AND DEVELOPMENT ADMINISTRATION IN ACCORDANCE WITH SECTION 261 OF THE ATOMIC ENERGY ACT OF 1954, SECTION 305 OF THE ENERGY REORGANIZATION ACT OF 1974, AND SECTION 16 OF THE FEDERAL NONNUCLEAR ENERGY RESEARCH AND DEVELOPMENT ACT OF 1974, AND FOR OTHER PURPOSES

The committee met, pursuant to notice, at 11:54 a.m., in room 2118, Rayburn House Office Building, Hon. Charles E. Bennett (acting chairman of the committee) presiding.

Acting Chairman BENNETT. We need a quorum.

This is a very large bill and important.

Mr. CHARLES WILSON. We would have to take action before June 2. It would be good if we can do it before we lose the quorum.

The bill we have before us is H.R. 6796, which was originally considered by the Science and Technology Committee.

REPORT BY HON. CHARLES H. WILSON, A REPRESENTATIVE FROM CALIFORNIA, ACTING CHAIRMAN, INTELLIGENCE AND MILITARY APPLICATION OF NUCLEAR ENERGY SUBCOMMITTEE

Mr. CHARLES WILSON. This bill was sequentially referred to the Committee on Armed Services on May 16 for the consideration of those provisions of the bill which would fall within the committee's jurisdiction as established by clause 1(c) of rule X of the Rules of the House of Representatives.

In the bill reported by the Science and Technology Committee, they added the naval reactor program into their bill, which clearly is a part of the military application of nuclear energy.

The subcommittee action, which was to amend that part of the bill out of H.R. 6792, and also to make some language changes, which should help because of the jurisdictional problems we face here.

It is extremely important that we take this action. We are still trying to determine jurisdiction between the two committees. It is the intention of this committee to insist upon all of those parts of the ERDA program which are definitely military applications.

For that reason, we have written to the Speaker. All members of the subcommittee have signed the letter, asking him to make a decision upon this question of the naval reactor program.
