$23, 201 Investigation previously deferred because of
lack of funds; scheduled to be resumed again
in fiscal year 1957 to provide basic plans for
disposition of irrigation storage allocation in
the completed Detroit Dam constructed by
the Corps of Engineers. Full supply would
be provided to about 93,000 acres.
Investigation in progress. Report pesenting
plan for the full development of 10,500 acres
of new land will be completed in fiscal year
1956.

Study of multiple-purpose project in progress.
A report scheduled for completion in fiscal
year 1957 will provide a plan for additional
storage and production of 180,000 kilowatts of
power which is in great demand in the upper
Snake River Basin. Storage space in Pali-
sades Reservoir has been oversubscribed and
the present and anticipated power require-
ments exceed the capacity of existing facilities
Further irrigation development of any signifi-
cant proportions is dependent upon the pro-
vision of such upstream storage.

21,753 Investigation initiated late in fiscal year 1953
to determine feasibility of using ground
water in exchange for Boise River water for
the Mountain Home division. In fiscal year
1955 reports on the Hillcrest unit as an
initial phase of this development and on the
overall alternative plan was completed. In
addition studies of another proposal involv-
ing a dam on the Snake River at the Guffey
site were initiated in fiscal year 1955 aimed
at a reconnaissance type report early in
fiscal year 1956 and a full feasibility report
in fiscal year 1958 providing a plan for the
development of some 42,000 acres of new
land and the production of 100,000 kilowatts
of power.

21, 909 Investigation to be initiated in 1957 to deter-
mine means for providing much-needed
supplemental irrigation supply to about
6,000 acres of land. Unregulated stream-
flow is not adequate during middle and later
summer, with a result that only a fraction
of the land is irrigated and maximum crop
production is seldom achieved. Study is
scheduled for completion in fiscal year 1958.
Investigation resumed in fiscal year 1954 in
order to provide plans for the development
of 25,000 acres of land greatly in need of late
season storage. During fiscal year 1956
a factual report will be presented to the local
interests based on storage in Gaston Dam.
Additional studies will be made on an
alternate storage site and a feasibility report
will be prepared in fiscal year 1957.

8,382 Investigation in progress to provide a plan for
critically needed additional storage on the
upper Owyhee River to supplement existing
storage for about 131,000 acres of land in the
Owyhee project and Jordan Valley, provide
needed flood control, and generate power for
downstream pumping plants. Report is
scheduled for completion in fiscal year 1958.
21, 968 Investigation scheduled to be started in fiscal
year 1957 to provide plans for the develop-
ment of some 6,300 acres of land by utilization
of available storage in the existing Corps of
Engineers Fern Ridge Reservoir.
Investigation in progress. Report on this
study to provide supplemental water project
for the existing 250,000 acres. Yakima
project is scheduled for completion in fiscal
year 1957.

Mr. KIRWAN. You are proposing to increase funds for the basin surveys from $179,265 to $563,000. Why is this expansion necessary? Mr. BENNETT. In addition to the reasons shown in the justification it is principally because we would like to get the general plans laid out which we get into in the basin studies, so we know how the individual units fit together. We like to get that completed so we can begin making progress on our individual studies.

CONSTRUCTION AND REHABILITATION

MICHAUD FLATS PROJECT, IDAHO

Location.-Power County in southeastern Idaho, south of the American Falls Reservoir and Snake River. The project lands extend in a narrow strip southwest and northeast of the town of American Falls and occupy valley and benchlands between the Snake River and the foothills of the Deep Creek Mountains. Authorization.-Authorized for construction under act of August 31, 1954 (68 Stat. 1026).

The total estimated construction cost of the Michaud Flats project has been increased from $4,064,800 to $4.831,000. The modified project plan approved by the Secretary on September 6. 1955, increased the acreage to receive a full supply of irrigation water from 11,035 to 11,550. Part of the increase in construction costs is directly attributable to the additional canal, laterals, and drains required to serve this area, and part represents the cost of drilling of five additional wells and more detailed estimates of quantities involved in future construction contracts.
