Feasibility investigation of a potential project to provide
badly needed water to the city of Wichita, Kans., is
scheduled for completion in fiscal year 1957. Study is to
be partly financed with contributions by the city of
Wichita.

Feasibility report has been completed and authorizing
legislation introduced in Congress. Funds allotted for
fiscal year 1956 will be used to provide current informa-
tion and assistance to Congress for its guidance and fur-
ther consideration of the authorizing bills and to others
who may make inquiry concerning the project. Cost
estimates, financial analyses, hydrologic and economic
data will be revised as necessary to keep them in curernt
status. Funds requested for fiscal year 1957 are for
studies by the Fish and Wildlife Service of the effect of
the project on fish and wildlife resources (assuming au-
thorization in fiscal year 1956).

Feasibility study started in fiscal year 1956 should be con-
tinued to develop plans for providing flood control and
irrigation water for about 115,000 acres of land now suffer-
ing from an inadequate supply. Report is scheduled to
be completed in fiscal year 1958.

137, 700 A reconnaissance study made as a part of the AWR Basin
study indicated the feasibility of the Ingalls pumping
project which will develop ground water resources for
the irrigation of 58,000 acres of dry-farmed land. Work
should continue in fiscal year 1957 with the objective of
completing the report in fiscal year 1958.

OPERATION AND MAINTENANCE, BUREAU OF RECLAMATION

Mr. RABAUT. Under "Operation and maintenance" we have one project estimated at $8,300. We will insert pages 8, 9, and 10 in the record at this point.

Location. The W. C. Austin multiple-purpose project lies in parts of Jackson, Greer, and Kiowa Counties, on the North Fork of Red River in southwestern Oklahoma. Most of the irrigable lands are within a 15-mile radius of Altus, Okla.

Operation.-The Bureau of Reclamation operates and maintains Altus Dam and Reservoir. The Lugert-Altus Irrigation District operates and maintains all other features and facilities of the project.

Description. The project provides irrigation, flood control, municipal water supply, fish and wildlife conservation benefits, and recreational facilities. The scheme of development includes the 142,900 acre-foot Altus Reservoir for irrigation storage and flood control and 270 miles of canals and laterals and 26 miles of drainage system to serve 47,810 acres of land. A 3.2-mile pressure pipeline from the canal system furnishes a municipal water supply to the city of Altus.

Mr. RABAUT. Next we are going to take up the Missouri Basin, Under General Investigations there are six studies at a total cost of $73,700. Without objection, we will put page 1 in the record at this point.

GENERAL INVESTIGATIONS, FISCAL YEAR 1957

1. Examinations and surveys

(a) Navigation studies-None.

(b) Flood-control studies.—The amount of $73,700 is requested for prosecution of six studies in the Missouri River Basin during fiscal year 1957. This amount will permit completion of 1 report and continuation of 5 others. The tentative allocations by studies follow:

Mr. RABAUT. Under "Advance Planning, there are eight projects for $356,000. We will put pages 2, 3, 4, and 5 of the justifications in

the record.

CONSTRUCTION, GENERAL, FISCAL YEAR, 1957

ADVANCE ENGINEERING AND DESIGN

Funds in the amount of $356,000 will be applied to advance engineering and design on eight active flood-control projects which have a total estimated cost of $47,023,000. These funds will provide for completion of preconstruction planning on 5 of these projects; on 2 projects preconstruction planning will be brought to approximately 50 percent of completion; and planning will be initiated on 1 other project. In addition $15,000 will be applied to reexamination of the South Platte River levees project.

The Rathbun Reservoir is a unit of the general plan for flood control in the Chariton River Basin with a total area of 3,080 square miles, of which 925 are in Iowa and 2,155 are in Missouri. The basin is subject to violent rainstorms and severe floods. Since 1932, floods have caused damages totaling $18,523,000 in the Chariton Valley in Iowa and Missouri. The Rathbun Reservoir will control the runoff from a drainage area of 558 square miles, amounting to 18.1 percent of the total area of the Chariton River Basin. The reservoir together with existing downstream channel works and presently authorized improvements, would provide a high degree of protection to 148,000 acres of land along the Chariton River, and would constitute a unit of the Missouri River Basin comprehensive plan. The reservoir would provide a storage capacity of 327,000 acrefeet for flood control and 134,000 acre-feet for improvement of low-water flows or other conservation uses and a reserve of 22,000 acre-feet for siltation. benefit-to-cost ratio is 1.38 to 1.

The local protection project Manhattan, Kans., is located on the Kansas River 11⁄2 miles above the mouth of the Big Blue River and consists of approximately 4.4 miles of levees, 0.9 mile-channel improvement and 1 railroad bridge alteration. The disastrous 1951 floods caused damages estimated at $13,394,000 and flood damages during the period 1903-1954 are estimated at $29,700,000. The benefit to cost ratio is 1.66 to 1.
