Concern has been expressed by a number of parents regarding the reduction of our nursing staff personnel at Fort Buchanan.

This reduction was the direct result of some tough and realistic budgeting sessions involving all levels of management at the Antilles Consolidated School System. Our budget is submitted on a per pupil cost based on the average daily attendance. Our per pupil cost has risen steadily over the past seven years, from $975.00 in school year 1969-1970, to $2,061.00 in school year 1976-1977. We had to make a concerted effort to stabilize to some degree our rising costs without effecting the quality of education within the ACSS. The national average per pupil cost is $1,394.54 compared to the ACSS per pupil cost of $2,061.00 for the 1976-1977 school year.

Regarding staffing, there is a big difference when you are justifying personnel between what is "necessary" to carry out the function and what you would "like to have" or what is "nice to have". Those management personnel on the Antilles Staff who were tasked with justifying this years budget, including myself, had to take a hard look and decide what was in fact "necessary" to carry out the specific task. We owe the taxpayer, (all of us included) no less.

Staffing ratios indicate that one nurse can adequately administer to 1,200 students. The Ft. Buchanan schools will be divided essentially into two units next year with fewer than 900 students per unit. We will have two full time nurses to attend to the needs of these students.

The Fort Buchanan Post Dispensary has always been accessible for emergency treatment and I have been assured by Dr. Lozada and

the Post Commander, Colonel Peters, that this service will continue to be available on an emergency basis.

Parents have always been personally responsible for providing their children extended medical treatment or in consulting a medical doctor on the school nurses recommendation. In this regard while conferring with Dr. Lozada about available services it was brought to our attention that parents are often remiss about updating their residence records; or in designating an alternate person to contact in case of emergency. School authorities, nurses and doctors while willing to provide emergency service are penalized spending hours searching for parents because parents have neglected what is their own personal responsibility. As parents you can insure that your child receives prompt emergency treatment by keeping your residence records up to date and designating an alternate contact.

Mr. CORRADA. Thank you, Mrs. Moore. I commend you for your testimony. You have given a good picture of the difficulties you have had to face in order to educate your children.

We want to hear the testimony of all the members of the panel and then go to the questions. However, the gentleman from South Dakota, Mr. Pressler, has to leave, and has asked me to yield to him for some questions.

Mr. PRESSLER. Mr. Chairman, I believe I will leave my questions with you since some of them are addressed to witnesses who haven't testified yet.

Let me say to the witness I am astounded to hear of the conditions. I wasn't aware of that. We have had complaints about public schools on Guam. This almost sounds, from the descriptions you have given, as though this is something our committee should act upon very quickly.

I know it is difficult for you to get up here and testify, but have at least made one member of the committee well aware of this. I am astounded to hear of these conditions.
