dent was a good President, and which one was a bad President. If Mr. Nixon was "half bad," should we give him half of this amount, for instance, or something of that sort? Please don't answer because if you do we will keep this debate going. That was my only point, and surely there is much here for Congress to do and to think about including perhaps you, for instance, Mr. Harrington, getting behind S. 2951, which is a bill to require public ownership of certain documents of elected public officials that might be a good thing for you to do.

It might also be a good thing for Congress, through the appropriate legislative committees, and not the Appropriations Committee, to decide if we ought to attempt to classify former Presidents on the basis of their contributions to the Nation, and to adjust their pensions, let us say, upward if they were great and good Presidents, and downward, or maybe eliminate them altogether, if they were bad or inadequate Presidents.
