This order establishes the Interagency Medical and Nonperishable Subsistence Supply Management Committee and prescribes its functions, membership, and essential operating guidelines. 2. Background. The memorandum of the Director of the Office of Management and Budget dated. June 4, 1974, to the heads of the Department of Defense, Department of Health, Education, and Welfare, Veterans Administration, and General Services Administration, requested the Administrator of General Services to establish this Committee. 3. Establishment of the Committee. The Administrator, having determined that the establishment of the interagency committee requested by the Director of the Office of Management and Budget is in the public interest in connection with the performance of duties imposed upon GSA by law, hereby establishes the Interagency Medical and Nonperishable Subsistence Supply Management Committee. 4. Functions of the Committee. The Committee shall develop a single system for Government-wide management of medical items and nonperishable subsistence. The system will (a) utilize the operational competence and capability for purchasing drugs, medical items, and nonperishable subsistence now existing in the Department of Defense and the Veterans Administration; (b) transfer corresponding purchasing responsibilities currently being carried out in the General Services Administration and the Department of Health, Education, and Welfare to the Department of Defense and the Veterans Administration; (c) eliminate duplication and overlapping of purchasing efforts by fixing in a single purchasing office all purchasing responsibility for a single family of items; and (d) utilize the Federal Cataloging System as the basis for a system of reporting essential usage data on items obtained from other than the central depot distribution system. Agency representatives on the Committee shall be familiar with applicable programs within their agencies and shall be at an appropriate level of authority to support Committee proposals and actions with a minimum of internal agency coordination. a. The Committee shall be composed of one or more representatives designated by the head of each of the following Government organizations: Department of Defense Department of Health, Education, and Welfare General Services Administration Veterans Administration C. A designated representative of the Office of Management and Budget shall serve as an ex-officio member of the Committee. d. The chairman shall designate subcommittees or task forces as necessary to accomplish the functions of the Committee. e. Representatives from other Government activities may be invited to participate in meetings of the Committee at the direction of the chairman. 6. Meetings. Meetings shall be at the call of the Committee chairman. 7. Records. The Committee shall maintain records necessary in the performance of its functions. .8. Support services.
