FOREWORD

President Johnson has referred to the 88th Congress as being the "Education Congress." A review of the congressional actions in the 1st session of the 89th Congress, which appears in the following pages, will, I am sure, cause historians to pin this accolade also on the work of the 89th Congress in behalf of the children, the teachers, and the educational institutions of America.

It is an exciting period in the annals of American education, since on so many fronts, unparalleled opportunities are being given to the dedicated men and women whose life work it is, to serve our young citizens more effectively through the creative use of Federal funds to supplement the treasure we are investing from State and local tax revenues in the education of our young people.

On behalf of my colleagues, I wish to express the thanks of the subcommittee to the Library of Congress for having brought together this useful compilation. In particular, we are indebted to Mr. Charles Quattlebaum for preparing the legislative histories of the bills and summarizing the educational and training features of the 1965 legislation. I also wish to thank Mr. Chester Relyea, of the legal staff of the Department of Health, Education, and Welfare, for preparing the list of annotated statutes which appear in the appendix.
