and $10,000,000 is for grants to assist in construction of new or replacement or rehabilitation of existing facilities for associate degree and diploma schools of nursing pursuant to section 801: Provided, That amounts appropriated herein for grants shall remain available until expended.

To carry out sections 301 and 311 of the Act, and for expenses necessary for demonstrations and training personnel for State and local health work under section 314(c) of the Act, with respect to occupational health, $5,857,000.

GENERAL RESEARCH AND SERVICES, NATIONAL INSTITUTES OF HEALTH

For the activities of the National Institutes of Health, not otherwise provided for, including research fellowships and grants for research projects and training grants pursuant to section 301 of the Act; and grants of therapeutic and chemical substances for demonstrations and research; $60,469,000: Provided, That funds advanced to the National Institutes of Health management fund from appropriations included in this Act shall be available for purchase of not to exceed eleven passenger motor vehicles, of which ten shall be for replacement only; and not to exceed $2,500 for entertainment of visiting scientists when specifically approved by the Surgeon General: Provided further, That all appropriations made to the Public Health Service in this Act, and available for research or training projects, may be expended pursuant to contracts made on a cost or other basis for supplies and services, including indemnification of contractors to the extent and subject to the limitations provided in title 10, United States Code, section 2354, except that approval and certification required thereby shall be by the Surgeon General.

JUVENILE DELINQUENCY AND YOUTH OFFENSES

For grants and contracts for demonstration, evaluation, and training projects, and for technical assistance, relating to control of juvenile delinquency and youth offenses, and for salaries and ex

penses in connection therewith, $6,750,000, of which $1,750,000 shall be for the demonstration and evaluation project in Washington metropolitan area pursuant to section 9 of the Juvenile Delinquency and Youth Offenses Control Act of 1961.

AMERICAN PRINTING HOUSE FOR THE BLIND

For carrying out the Act of March 3, 1879, as amended (20 U.S.C. 101-105), $1,000,000.

FREEDMEN'S HOSPITAL

For expenses necessary for operation and maintenance, including repairs; furnishing, repairing, and cleaning of wearing apparel used by employees in the performance of their official duties; transfer of funds to the appropriation "Howard University, salaries and expenses" for salaries of technical and professional personnel detailed to the hospital; payments to the appropriations of Howard University for actual cost of heat, light, and power furnished by such university; $4,624,000: Provided, That no intern or resident physician receiving compensation from this appropriation on a full-time basis shall receive compensation in the form of wages or salary from any other appropriation in this title: Provided further, That the District of Columbia shall pay by check to Freedmen's Hospital, upon the Surgeon General's request, in advance at the beginning of each quarter, such amount as the Surgeon General calculates will be earned on the basis of rates approved by the Bureau of the Budget for the care of patients certified by the District of Columbia. Bills rendered by the Surgeon General on the basis of such calculations shall not be subject to audit or certification in advance of payment; but proper adjustment of amounts which have been paid in advance on the basis of such calculations shall be made at the end of each quarter: Provided further, That the Surgeon General may delegate the responsibilities imposed upon him by the foregoing proviso.

GALLAUDET COLLEGE, SALARIES AND EXPENSES

For the partial support of Gallaudet College, including personal services and miscellaneous expenses, and repairs and improvements as authorized by the Act of June 18, 1954 (Public Law 420), $2,277,000: Provided, That Gallaudet College shall be paid by the District of Columbia, in advance at the beginning of each quarter, at a rate not less than $1,640 per school year for each student receiving elementary or secondary education pursuant to the Act of March 1, 1901 (31 D.C. Code 1008): Provided further, That the tuition rate for the current school year shall not exceed the rate for the preceding school year.

GALLAUDET COLLEGE, CONSTRUCTION

For construction, alteration, renovation, equipment, and improvement of buildings and facilities on the grounds of Gallaudet College, as authorized by the Act of June 18, 1954 (Public Law 420), under the supervision, if so requested by the College, of the General Services Administration, including planning, architectural, and engineering services, $384,000, to remain available until expended.

HOWARD UNIVERSITY, SALARIES AND EXPENSES

For the partial support of Howard University, including personal services, miscellaneous expenses, and repairs to buildings and grounds, $10,982,000.

HOWARD UNIVERSITY, CONSTRUCTION

For the construction and equipment of buildings and facilities on the grounds of Howard University, under the supervision of the General Services Administration, including planning, architectural, and engineering services, $2,920,000, to remain available until expended.

EDUCATIONAL TELEVISION FACILITIES

For grants to assist in construction of educational television broadcasting facilities, as authorized by part IV of title III of the Communications Act of 1934 (76 Štat. 64), and for related salaries and expenses, to remain available until expended, $8,826,000 of which not to exceed $300,000 shall be available for such salaries and expenses during the current fiscal year.

I. LANGUAGE TRAINING FOR DEPENDENTS OF MEMBERS OF THE ARMY, NAVY, AIR FORCE, OR MARINE CORPS

(PUBLIC LAW 89-160, APPROVED SEPT. 1, 1965)

H.R. 5519 was introduced by Representative L. Mendel Rivers, of South Carolina, on February 25, 1965, and referred to the Committee on Armed Services. Hearings on the proposal were held before that committee on July 7, 1965. The record of the hearings was printed in a volume of four pages. The bill was reported in the House on July 9, 1965 (Rept. No. 607). It passed the House on July 19, 1965. It was reported in the Senate from the Committee on Armed Services, on August 12, 1965 (Rept. No. 583). It passed the Senate amended, on August 13, 1965. The House agreed to the Senate amendments on August 19, 1965. The act was approved by the President on September 1, 1965, and became Public Law 89-160.

The act authorizes language training to be given to a dependent of a member of the Army, Navy, Air Force, or Marine Corps under certain circumstances.

J. DEPARTMENTS OF STATE, JUSTICE, AND COMMERCE, THE JUDICIARY, AND RELATED AGENCIES APPROPRIATION ACT, 1966

(PUBLIC LAW 89-164, APPROVED SEPT. 2, 1965)

Hearings were held before the Subcommittee on the Departments of State, Justice, and Commerce, and Related Agencies, of the House Committee on Appropriations, intermittently from February 2 to March 17, 1965. The record of the hearings was printed in 5 volumes comprising a total of 3,449 pages. Hearings on appropriations for these departments and agencies were held before a subcommittee of the Senate Committee on Appropriations intermittently from June 8 to July 1, 1965. The record of the hearings was printed in a volume of 977 pages.

H.R. 8639 was introduced on May 27, 1965, by Representative John J. Rooney, of New York. It was referred to the Committee on Appropriations and was reported from that committee on May 27, 1965 (Rept. No. 427). It passed the House on June 1, 1965. It was reported in the Senate, from the Committee on Appropriations, on August 10, 1965 (Rept. No. 547). It passed the Senate, amended, on August 12, 1965. The conference report was filed on August 18, 1965 (Rept. No. 807). The House agreed to the conference report on August 19, 1965. The Senate agreed to the conference report on August 24, 1965. The act was approved by the President on September 2, 1965, and became Public Law 89–164. Following are excerpts from the act:

EDUCATIONAL EXCHANGE

MUTUAL EDUCATIONAL AND CULTURAL EXCHANGE ACTIVITIES

For expenses, not otherwise provided for, necessary to enable the Secretary of State to carry out the functions of the Department of State under the provisions of the Mutual Educational and Cultural Exchange Act of 1961 (75 Stat. 527) and the Act of August 9, 1939 (22 U.S.C. 501), including expenses authorized by the Foreign Service Act of 1946, as amended (22 U.S.C. 8011158); expenses of the National Commission on Education, Scientific, and Cultural Cooperation as authorized by sections 3, 5, and 6 of the Act of July 30, 1946 (22 U.S.C. 2870, 287q, 287r); hire of passenger motor vehicles; not to exceed $18,000 for representation expenses; not to exceed $1,000 for official entertainment within the United States; services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); and advance of funds notwithstanding section 3648 of the Revised Statutes, as amended;

$53,000,000, of which not less than $27,000,000 shall be used for payments in foreign currencies or credits owed to or owned by the Treasury of the United States: Provided, That not to exceed $2,450,000 may be used for administrative expenses during the current fiscal year.

CENTER FOR CULTURAL AND TECHNICAL INTERCHANGE BETWEEN EAST AND WEST

To enable the Secretary of State to provide for carrying out the provisions of the Center for Cultural and Technical Interchange Between East and West Act of 1960, by grant to any appropriate agency of the State of Hawaii, $5,800,000: Provided, That none of the funds appropriated herein shall be used to pay any part of the salary, or to enter into any contract providing for the payment thereof, to any individual whose aggregate salary from any and all sources is in excess of $20,000 per annum.

For training cadets as officers of the Merchant Marine at the Merchant Marine Academy at Kings Point, New York; not to exceed $2,500 for contingencies for the Superintendent, United States Merchant Marine Academy, to be expended in his discretion; purchase of one passenger motor vehicle for replacement only; and uniform and textbook allowances for cadet midshipmen, at an average yearly cost of not to exceed $400 per cadet; $3,950,000: Provided, That, except as herein provided for uniform and textbook allowances, this appropriation shall not be used for compensation or allowances for cadets: Provided further, That reimbursement may be made to this appropriation for expenses in support of activities financed from the appropriations for "Research and development" and "Ship construction".

STATE MARINE SCHOOLS

For financial assistance to State marine schools and the students thereof as authorized by the Maritime Academy Act of 1958 (72 Stat. 622-624), $1,600,000, of which $360,000 is for maintenance and repair of vessels loaned by the United States for use in connection with such State marine schools, and $1,240,000, to remain available until expended, is for liquidation of obligations incurred under authority granted by said Act, to enter into contracts to make payments for expenses incurred in the maintenance and sup
