C. NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
AUTHORIZATION ACT OF 1966

(PUBLIC LAW 89-53, APPROVED JUNE 28, 1965)

Hearings concerning authorization of appropriations for the National Aeronautics and Space Administration were held before the House Committee on Science and Astronautics from February 17 intermittently through April 13, 1965. The act authorizes appropriations to the National Aeronautics and Space Administration for research and development, construction of facilities and administrative operations, including an authorization of $4,536,971,000 for research and development. The act specifies that:

Appropriations for "Research and development" may be used (1) for any items of a capital nature (other than acquisition of land) which may be required for the performance of research and development contracts and (2) for grants to nonprofit institutions of higher education, or to nonprofit organizations whose primary purpose is the conduct of scientific research, for purchase or construction of additional research facilities; and title to such facilities shall be vested in the United States unless the Administrator determines that the national program of aeronautical and space activities will best be served by vesting title in any such grantee institution or organization.

D. TREASURY, POST OFFICE, AND EXECUTIVE OFFICE APPROPRIATIONS ACT, 1966

(PUBLIC LAW 89-57, APPROVED JUNE 30, 1965)

Intermittently from February 8 through March 9, 1965, hearings on appropriations for the Treasury, Post Office, and independent offices were held before a subcommittee of the House Committee on Appropriations. The record of the hearings was printed in 2 parts comprising a total of 1,548 pages. Hearings were held before a subcom

mittee of the Senate Committee on Appropriations from April 13 to 15, 1965. The record of the hearings was printed in volume of 673 pages.

H.R. 7060, introduced by Representative Tom Steed, of Oklahoma, was reported from the Committee on Appropriations on April 1, 1965 (Rept. No. 223). It passed the House on April 5, 1965. It was reported in the Senate, from the Committee on Appropriations, on June 3, 1965 (Rept. No. 275). It passed the Senate, amended, and the Senate asked for a conference on June 8, 1965. On June 16, 1965, the House agreed to the conference. The conference report was filed on June 24, 1965 (Rept. No. 550). The House agreed to the confer ence report on June 28, 1965. On the same date the House receded and concurred in Senate amendment No. 10 with an amendment. The Senate agreed to the conference report on June 28, 1965, at which time the Senate agreed to the House amendment to Senate amendment No. 10. The act was approved by the President on June 30, 1965, and became Public Law 89-57.

The act makes appropriations for the Treasury and Post Office Departments, the Executive Office of the President, and certain independent agencies for the fiscal year ending June 30, 1966. Following is an excerpt from the act relating to operating expenses for the Coast Guard (which include operating expenses for the Coast Guard Academy):

COAST GUARD

OPERATING EXPENSES

For necessary expenses for the operation and maintenance of the Coast Guard, not otherwise provided for, including hire of passenger motor vehicles; services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); purchase of not to exceed thirty-two passenger motor vehicles for replacement only; maintenance, operation, and repair of aircraft; recreation and welfare; and uniforms or allowances therefor, as authorized by the Act of September 1, 1954, as amended (5 U.S.C. 2131); $284,000,000: Provided, That the number of aircraft on hand at any one time shall not exceed one hundred and sixty exclusive of planes and parts stored to meet future attrition: Provided further, That, without regard to any provisions of law or Executive order prescribing minimum flight requirements, Coast Guard regulations which establish proficiency standards and maximum and minimum flying hours for this purpose may provide for the payment of flight pay at the rates prescribed in section 301 of title 37, United States Code, to certain members of the Coast Guard otherwise entitled to receive flight pay during the current fiscal year (1) who have held aeronautical ratings or designations for not less than fifteen years, or (2) whose particular assignment outside the United States or in Alaska, makes it impractical to participate in regular aerial flights: Provided further, That amounts equal to the obligated balances against the appropriations for "Operating expenses" for the two preceding years, shall be transferred to and merged with this appropriation, and such merged appropriation shall be available as one fund, except for accounting purposes of

the Coast Guard, for the payment of obligations properly incurred against such prior year appropriations and against this appropriation: Provided further, That, except as otherwise authorized by the Act of September 30, 1950 (20 U.S.C. 236-244), this appropriation shall be available for expenses of primary and secondary schooling for dependents of Coast Guard personnel stationed outside the continental United States at costs for any given area not in excess of those of the Department of Defense for the same area, when it is determined by the Secretary that the schools, if any, available in the locality are unable to provide adequately for the education of such dependents, and the Coast Guard may provide for the transportation of said dependents between such schools and their places of residence when the schools are not accessible to such dependents by regular means of transportation.

E. HOUSING AND URBAN DEVELOPMENT ACT OF 1965: TITLE VI, COLLEGE HOUSING

(PUBLIC LAW 89-117, APPROVED AUG. 10, 1965)

Hearings on housing and urban development were held before the Subcommittee on Housing of the Senate Committee on Banking and Currency intermittently from March 29 to April 9, 1965. H.R. 7984, the Housing and Urban Development Act of 1965, was introduced on May 6, 1965, by Representative Wright Patman, of Texas. The bill was referred to the Committee on Banking and Currency. It was reported in the House on May 21, 1965 (Rept. No. 365).

The Housing and Urban Development Act of 1965 was introduced as S. 2213 by Senator John J. Sparkman, of Alabama, on June 28, 1965. This bill was referred to the Committee on Banking and Currency. It was reported in the Senate on June 28, 1965 (Rept. No. 378).

On June 30, 1965, the House passed H.R. 7984. It passed the Senate, amended, on July 15, 1965. The House asked for a conference and the Senate agreed to a conference on July 19, 1965. The act was approved on August 10, 1965, and became Public Law 89-117.

Title VI of the act relates to college housing. It authorizes extension of the college housing loan program "through 1968" at the rate of $300 million a year, with a ceiling of 3 percent on the interest charge. The act also provides for participation in the program by new colleges and certain public vocational and technical institutions, namely:

(A) any educational institution which offers, or provides satisfactory assurance to the Administrator that it will offer within a

reasonable time after completion of a facility for which assistance is requested under this title, at least a 2-year program acceptable for full credit toward a baccalaureate degree (including any public educational institution, or any private educational institution no part of the net earnings of which inures to the benefit of any private shareholder or individual), or (B) any public educational institution which (i) is administered by a college or university which is accredited by a nationally recognized accrediting agency or association, (ii) offers technical or vocational instruction, and (iii) provides residential facilities for some or all of the students receiving such instruction.

F. INDEPENDENT OFFICES APPROPRIATION ACT, 1966 (INCLUDING APPROPRIATION FOR NATIONAL SCIENCE FOUNDATION)

(PUBLIC LAW 89-128, APPROVED AUG. 16, 1965)

For expenses necessary to carry out the purposes of the National Science Foundation Act of 1950, as amended, including award of graduate fellowships, et cetera, the act appropriates $479,999,000, to remain available until expended:

***Provided, That of the foregoing amount not less than $37,600,000 shall be available for tuition, grants, and allowances in connection with a program of supplementary training for secondary school science and mathematics teachers: * *

G. PEACE CORPS ACT AMENDMENTS

(PUBLIC LAW 89-134, APPROVED AUG. 24, 1965)

S. 2054 was introduced on May 27, 1965, by Senator J. W. Fulbright, of Arkansas. The bill was referred to the Committee on Foreign Relations. It was reported in the Senate on May 27, 1965, and passed the Senate on June 2, 1965.

A similar bill, H.R. 9026, was introduced on June 14, 1965, by Representative Thomas E. Morgan, of Pennsylvania. This bill was referred to the Committee on Foreign Affairs. It was reported in the House on June 21, 1965 (Rept. No. 530). On July 29, 1965, the bill passed the House; the proceedings were vacated; the bill was laid on the table; and S. 2054, as amended, was passed in lieu.

An August 2, 1965, the Senate asked for a conference. On August 3, 1965, the House agreed to the conference. The conference report was filed on August 5, 1965 (Rept. No. 728). The House and Senate agreed to the conference report on August 10, 1965, and August 11, 1965, respectively. The act was approved by the President on August 24, 1965, and became Public Law 89-134.

The act authorizes $115 million for Peace Corps activities for fiscal 1966 and amends further the Peace Corps Act, as amended.

The Peace Corps arranges for the placement abroad of volunteer men and women of the United States in newly developing nations of the world to help fill the needs of these nations for skilled manpower. Peace Corps volunteers are selected, trained, and given assignments to serve for periods of 2 years teaching, building, or working in the communities to which they are sent. One of the principal channels of operation is through arrangements with colleges, universities, or other educational institutions.13

H. DEPARTMENTS OF LABOR AND HEALTH, EDUCATION, AND WELFARE APPROPRIATION ACT, 1966

(PUBLIC LAW 89-156, APPROVED AUG. 31, 1965)
