Preface

This is the Sixth Edition of the Social Security Handbook.

The material in this edition reflects the provisions of the Social Security Act as amended through March 1, 1978 the regulations issued thereunder, and precedential case decisions (rulings), relating to the retirement, survivors, disability, health insurance, black lung benefits, and supplemental security income programs. It also includes brief descriptions of other related programs. This handbook is intended for the use of people who want a detailed explanation of the Federal retirement, survivors, disability, health insurance, black lung benefits, and supplemental security income programs, so that they may understand how these programs operate, who is entitled to benefits, and how such benefits may be obtained.

Further assistance in social security matters may be secured at the nearest social security office. The social security office routinely provides information to inquirers and assists claimants and beneficiaries free of charge regarding any social security matter.

This handbook was prepared solely for convenient reference purposes and does not have the effect of law or regulations. Diligent effort has been made to ensure its accuracy but there can be no guarantee that this has been achieved or that there have not been changes since it was prepared. Should there be any conflict between material in this handbook and the law, regulations, or rulings, the latter are, of course, controlling.

The following materials are available for sale by the Superintendent of Documents, U.S. Government Printing Office, Washington, D.C. 20402. Since the cost of these materials change periodically, the current price will be supplied upon request. These may be examined or copied at any Social Security Office:

1. A copy of the Social Security Act as amended, is available in a paper cover volume, THE SOCIAL SECURITY ACT AND RELATED LAWS. It includes parts of the Internal Revenue Code and other laws pertinent to the Social Security Act.

2. THE REGULATIONS relating to Federal retirement, survivors, and disability insurance, health insurance, supplemental security income for the aged, blind, and disabled, and black lung benefits are published in the Code of Federal Regulations under title 20, chapter III, Part 401 et seq.:

A. Part 401 contains Regulation No. 1, Disclosure of Official Records and Information.

B. Part 402, which contained Regulations No. 2, has not been published in the Code beginning with the 1949 edition since Regulations No. 2 applies only to the Social Security Act in effect before 1940.

C. Part 403, which contained Regulations No. 3, has not been published in the Code beginning with the 1965 edition since Regulations No. 3 relates to the period from 1940 to 1950. The extent to which Regulations No. 3 remains in effect is indicated in § 404.3(a) of Regulations No. 4.

D. Part 404 contains Regulations No. 4, Federal Old-Age, Survivors,
and Disability Insurance (1950— ).

E. Part 405 which contained Regulations No. 5, Federal Health
Insurance for the Aged and Disabled, was recodified to Title 42,
Chapter IV, Part 405, effective 9/30/77.

F. Part 410 contains Regulations No. 10, Federal Coal Mine Health
and Safety Act of 1969, title IV, Black Lung Benefits (1969—).
G. Part 416 contains Regulations No. 16, Supplemental Security
Income (1973-).

H. Part 422 contains Regulations No. 22, Organization and Proce-
dures.

All new regulations and amendments to regulations are published on a current basis in the Federal Register.

3. SOCIAL SECURITY RULINGS on retirement, survivors, disability insurance, supplemental security income, and black lung benefits are published quarterly and may be purchased on a yearly subscription basis or by the issue. A cumulative bulletin of all rulings published during the calendar year and which have not been superseded is published at the close of the year. The most recent two Cumulative Bulletins are available for sale from the Government Printing Office. Other bulletins, from 1960 on, may be obtained free of charge upon request to the Social Security Administration, Office of Policy and Regulations, 6401 Security Blvd., Baltimore, Md. 21235.
