An Act To provide for the submission to the Congress of preliminary plans and estimates of costs for the construction of a building for the Supreme Court of the United States.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That there is hereby created a commission to be known as the "United States Supreme Court Building Commission " and to be composed of the Chief Justice of the United States, an associate justice of the United States to be designated by the Supreme Court of the United States, the chairman and the ranking minority member of the Committee on Public Buildings and Grounds of the Senate, the chairman and the ranking minority member of the Committee on Public Buildings and Grounds of the House of Representatives, and the Architect of the Capitol. Notwithstanding the expiration of a Congress, any Representative who is a member of the commission, if reelected, shall continue to serve thereon until a successor is selected by the House of Representatives. The Architect of the Capitol shall serve as executive officer of the commission and shall perform such services under this Act as the commission may direct.

SEC. 2. The commission is authorized to procure, by contract or otherwise, preliminary plans and estimates of costs for the construction, and the furnishing and equipping, of a suitable building (including approaches, connections with the Capitol power plant, and architectural landscape treatment of the grounds), for the accommodation and exclusive use of the Supreme Court of the United States; such building to be erected upon the site heretofore acquired for that purpose, and such building to be so situated, and the exterior thereof to be of such type of architecture and material, as to harmonize with the present buildings of the Capitol group. The amount to be expended in procuring such plans and estimates shall be determined by the commission, but shall be within the limits of appropriations made therefor, and shall be disbursed by the disbursing officer of the Department of the Interior, under the direction of the executive officer of the commission. The commission shall make a report to the Congress on or before March 1, 1929, including a detailed statement of such plans and estimates of costs.

SEC. 3. There is authorized to be appropriated the sum of $10,000, or so much thereof as may be necessary, to carry out the provisions of section 2.

An Act To provide for the construction of a building for the Supreme Court of the United States

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the United States Supreme Court Building Commission is authorized and directed to provide for the construction and equipment of a suitable building (including approaches, connections with the Capitol power plant, and architectural landscape treatment of the grounds) for the accommodation and exclusive use of the Supreme Court of the United States, substantially in accordance with the plans recommended by the commission in its report to the Seventy-first Congress, first session, with such modifications thereof as may be necessary or advantageous. Such building shall be constructed on the site heretofore acquired for that purpose and bounded and described as follows: On the east by Second Street northeast, on the south by East Capitol Street, on the west by First Street northeast, and on the north by Maryland Avenue northeast, being all of square 728 and that portion of square 727 located on the south side of Maryland Avenue northeast as such squares appear on the records in the office of the surveyor of the District of Columbia. Authority is hereby given for closing and vacating such portion of A Street northeast, as lies between such squares, and the portion of such street so closed and vacated shall thereupon become part of such site. The Architect of the Capitol shall serve as executive officer of the commission and shall perform such services under this Act as the commission may direct. SEC. 2. For the purposes of this Act the Architect of the Capitol is authorized, under the direction of the commission

(1) To provide for the demolition and removal, as expeditiously as possible, of any structures on the site heretofore acquired for the Supreme Court Building; and

(2) To enter into contracts; to purchase materials, supplies, equipment, and accessories in the open market; to employ the necessary personnel, including architectural, engineering, and other professional services without reference to section 35 of the Act approved June 25, 1910; and to make such expenditures, including expenditures for advertising and travel and the purchase of technical and reference books, as may be necessary.

SEC. 3. There is hereby authorized to be appropriated the sum of $9,740,000, or so much thereof as may be necessary, to enable the commission to carry out the provisions of this Act. Appropriations made under authority of this Act shall be disbursed by the disbursing officer of the Department of the Interior.

Joint Resolution To provide for extending the time in which the United States Supreme Court Building Commission shall report to Congress. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That section 2 of the Act entitled "An Act to provide for the submission to the Congress of preliminary plans and estimates of costs for the construction of a building for the Supreme Court of the United States," approved December 21, 1928, is amended by striking out "March 1, 1929," and inserting in lieu thereof "the first day of the first regular session of the Seventy-first Congress."

Joint Resolution Making provision for continuation of construction of the United States Supreme Court Building.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Architect of the Capitol, with the approval of the United States Supreme Court Building Commission, is authorized to enter into a contract or contracts for carrying out the provisions of the Act entitled "An Act to provide for the construction of a building for the Supreme Court of the United States," approved December 20, 1929, for a total amount not exceeding $8,240,000 in addition to the appropriations heretofore made for such purposes.

AN ACT

To provide for the custody and maintenance of the United States Supreme Court Building and the equipment and grounds thereof.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Architect of the Capitol shall have charge of the structural and mechanical care of the United States Supreme Court Building, including the care and maintenance of the grounds, and the supplying of all mechanical furnishings and mechanical equipment for the building. The operation and maintenance of the mechanical equipment and repair of the building shall be performed under his direction and he is authorized to enter into all necessary contracts.

SEC. 2. Employees required for the performance of the foregoing shall be (a) appointed by the Architect of the Capitol with the approval of the Chief Justice of the United States; (b) compensated in accordance with the provisions of the Classification Act of 1923, as amended (U.S.C., Supp. VI, title 5, ch. 13); and (c) be subject to the provisions of the Act entitled "An Act for the retirement of employees in the classified civil service, and for other purposes", approved May 22, 1920, as amended (U.S.C., Supp. VI, title 5, ch. 14).

SEC. 3. All other duties and work required for the operation, domestic care, and custody of the building shall be performed under the direction of the Marshal of the Supreme Court of the United States, who shall be superintendent of the United States Supreme Court Building, and employees (including elevator operators) required for the performance of such duties shall be appointed by the Marshal with the approval of the Chief Justice.

SEC. 4. Appropriations for the work under the jurisdiction of the Architect of the Capitol shall be disbursed by the Marshal upon certified vouchers submitted by the Architect of the Capitol.
