SUPPORT FOR CIPEC COUNTRIES

Resolution 7

The Conference,

CONSCIOUS of the need to strengthen co-operation between the developing countries with a view to improving their export earnings from raw materials;

CONSIDERING the difficulties of the present economic situation in copper exporting developing countries;

STRONGLY SUPPORTS the action undertaken by CIPEC Member Countries with a view to safeguarding their interests in respect of the export price of copper;

CONSIDERS it essential that CIPEC countries succeed

in their action in order to stimulate the other associations of raw materials producers.

CONSCIOUS of the fact that the deterioration in the terms of trade of the least developed countries is particularly serious for the development of these countries, which, as a result, are experiencing increasing difficulty in maintaining trade in their products at just and equitable price levels;

CONCERNED at the financial difficulties which developing countries are experiencing in obtaining supplies of primary products;

DEEPLY CONSCIOUS of the need to give concrete expression to the solidarity between developing countries;

1. INVITES the developing countries which produce and export these products to grant favourable terms of payment to the least developed among them;

2. INVITES the developing countries with balance of payments surpluses and which import food products to invest in the agricultural and stock-raising programmes of the least developed countries on the basis of appropriate guarantees;

3. INVITES these same countries to exploit and make use of the non-depletable energy resources available to the developing

countries;

4. DECIDES to set up a permanent committee for technical assistance which will be responsible for the transfer of technological knowledge from the developing countries to the least developed among them;

5. DECIDES to convene an intergovernmental group of experts, attached to the Bureau of Non-Aligned Countries, to prepare a more extensive programme of action in favour of the least developed among the developing countries in preparation for the Seventh Special Session of the United Nations.

SPECIAL PROGRAMME OF ACTION IN FAVOUR OF THE

LAND-LOCKED DEVELOPING COUNTRIES

CONSCIOUS that the deterioration in the terms of trade in respect of raw materials has particularly affected the land-locked developing countries most of which are exporters of raw materials;

NOTING that in view of the urgent needs of the land-locked countries special measures should be considered and implemented in their favour to ensure their right of free access to and from the sea and to provide assistance with respect to infrastructure;

CONSIDERING that the Declaration and the Programme of Action adopted by the Fourth Summit of Non-Aligned Nations as well as by the Sixth Special Session of the United Nations General Assembly calls for urgent actions to safeguard the interests of the land-locked developing countries;

CONSIDERING the special problems of countries affected by natural

disasters;

RECOGNIZING that the effective and sincere co-operation between the landlocked developing countries and their transit neighbours contributes towards strengthening and sustaining the mutual co-operation and solidarity among the developing nations;

The Conference:

URGES the international community to take urgent measures to increase the import and export capability and to offset the disadvantages of the adverse geographic situation of land-locked countries, particularly with regard to their transportation and transit cost, in order to increase their trading ability;

URGES further that the General Assembly adopt an immediate decision to establish a special fund for the land-locked developing countries and those affected by natural disasters to compensate them for the adverse impact of higher transportation and transit costs;

INVITES the Governments of developing countries to envisage and undertake concrete and specific measures to assist the land-locked developing countries in their development efforts and the conduct of international trade;

REQUESTS the surplus developing countries in assisting the land-locked developing countries:

(a) to develop the production potentialities of food and other resources,
and

(b) to exploit and utilize non-depletable energy resources which will
not only help the development of the countries concerned but also
directly help in conserving the depletable energy resources of
the surplus developing countries.

RECOMMENDS inclusion of all land-locked developing countries to be the beneficiaries of the United Nations Special Relief Programme adopted by the Sixth Special Session of the General Assembly;

URGENTLY RECOMMENDS the speedy implementation of the various resolutions and declarations in respect of land-locked developing countries adopted by the United Nations and its agencies, in particular, by UNCTAD;

DECIDES to establish a Permanent Technical Assistance Commission within the Bureau of Non-Aligned Countries to take urgent measures to offset the adverse economic effects arising from the geographical situation of landlocked developing countries;

DECIDES to convene a Group of Experts to draw up a further Programme of Action in favour of land-locked developing countries for the consideration by the General Assembly at its Seventh Special Session.

CREATION OF AN INTERNATIONAL TRADE ORGANIZATION

CONSIDERING that in the present critical economic situation it is essential to establish international norms in the field of trade which would bring about a better distribution of world revenue, and that such norms can only be established through concrete measures designed to improve the present framework of international trade;

CONSIDERING the need to create an international organ to guarantee the effective organization of world trade by adopting a global, integrated approach to all problems;

CONSIDERING that at the Seventh Special Session of the United Nations General Assembly, special importance will have to be given to the vital problem of remodelling the structure of the United Nations system;

The Member States of the Conference of Non-Aligned Countries on Raw Materials undertake to work immediately towards the creation of an International Trade Organization.
