5. Howard University (GS)

Operated under a self-perpetuating board of trustees, supported by Federal funds, this center of learning consists of an undergraduate college and eight professional schools for medicine, dentistry, pharmacy, engineering, architecture, music, law, social work, and religion.2 A graduate school offering the doctorate degree in chemistry, physics, zoology, and physiology and the master's degree in a number of additional fields exists as an integral part of this institution.

Level: undergraduate and graduate.

Number: 6,507 students enrolled.

II. U.S. PUBLIC HEALTH SERVICE

The Public Health Service supports training of individuals in universities, hospitals, laboratories, and other public and private institutions through research fellowships, direct traineeships, and training grants. The purpose is twofold: (1) to increase the number of trained scientists, investigators, teachers, and clinicians by providing support for advanced training to individuals, and (2) to improve the quality of scientific training by providing funds to training institutions for personnel, equipment, and other needs. The grants and awards program of the Public Health Service is administered by the Bureau of State Services and the National Institutes of Health.

: Federal funds may not be used in support of the School of Religion.

A. BUREAU OF STATE SERVICES

1. Training for State and local public health personnel (J) (C) Level: Graduate.

Number: 2,189 traineeships awarded in fiscal 1958.

Cost: $4,193,000 in fiscal 1959.

2. Training at Communicable Disease Center (GS) (C) (F)

Level: Graduate.

Number: 4,505 traineeships.

Cost: $788,200 in fiscal 1959.

3. Professional nurse traineeships in administration, supervision, and teaching (C) (FS) (S)

Level: For graduate nurses studying for their B.S. degrees, M.S. degrees, or Ph. D. degrees.

Number: 1,861 nurses studied at 94 institutions in 1961 of which 852 received the equivalent of scholarships for training leading to the bachelor of science degree; 987 received the equivalent of fellowships leading to the master's degree; 22 received fellowships leading to the Ph. D. degree.

Stipends: First year, $2,400, plus $30 per month for each dependent (pre-bachelor degree); second year, $3,000, plus $30 per month for each dependent (post-bachelor degree); third year, $3,600, plus $30 per month for each dependent (post-master degree).

Duration: Usually 1 academic year, renewable.

Cost: $6,525,000 for fiscal 1961.

Level: Postgraduate. To encourage new people to enter the field of public health, including physicians, engineers, veterinarians, sanitarians, medical social workers, health educators.

Stipend: Post-doctoral, $4,800 per year, plus allowances for dependents; post-masters, $3,600 per year, plus allowances for dependents; post-bachelors, $3,000 per year, plus allowances for dependents; prebachelors, $2,400 per year, plus allowances for dependents. Duration: Usually 1 academic year, renewable.

Cost: $2 million in 1961; $2 million in 1960.

1. Direct traineeships (C) (FS)

In recognition of the critical need for health manpower resources, the Public Health Service, through NIH, awards traineeships to M.D.'s and Ph. D.'s who desire additional training for clinical and basic research. Payment by monthly check drawn on the U.S. Treasury.

Level: Postdoctoral.

Number: 529 awards in 1959; 492 in 1960; 272 in 1961.

Stipend: Based on trainee's salary.

Duration: Usually for 1 year.

2. Graduate training grants (C) (FS)

Awards are made by all constituent Institutes comprising the National Institutes of Health to increase the number of trained personnel in the medical science field. In addition to the direct traineeships described above, the NIH makes grants providing funds to training institutions for teaching, equipment, supplies, and stipends for trainees selected by the university.

3. Clinical, professional, and administrative training (GS) (J) (C) (H) (FS) To attract skilled scientists and administrators to NIH and to offer American physicians and allied professional personnel advanced training in medical and laboratory research methods.

Clinical associateships and research associates, first offered in 1957, and COSTEP (commissioned officer student training and extern program) provide for medical resident and student scientist training to non-Federal personnel.

Level: Generally graduate, some college undergraduate.

Number: 8,000 awards in 1959.
