Motions:

That 55th rule of the House be amended by adding "a Committee on Education."

That after the 71st rule insert the following:

"72. It shall be the duty of the Committee on Education to take into consideration all measures and propositions relative thereto, which shall be referred to them by the House, and to report their opinion thereupon; together with such propositions relative thereto, as they shall deem expedient."]

PUBLIC LAND PROCEEDS FOR EDUCATION

Resolved, That the Committee on the Public Lands be instructed to inquire into the expediency of appropriating the net proceeds of the sales of public lands, among the several States and Territories, for the purposes of education and internal improvement in proportion to the representation of each in the House of Representatives.

S. 179: A bill to appropriate, for a limited time, the proceeds of the sales of the Public Lands of the U.S. and for granting lands to certain States.

Sec. 1-That after Dec. 31, 1832, there be allowed and paid to each of the States of Ohio, Indiana, Illinois, Alabama, Missouri, Mississippi, and Louisiana, over and above what they were entitled to upon their admission into the Union, the sum of 10 per centum upon the net amount of the sales of the public lands within the limits of the said States; which said sum of 10 per centum shall be applied to some object or objects of internal improvement within said States under the direction of their respective Legislatures. Seo 2-The residue of the net proceeds of all the public lands of the U.S., wherever situated, which shall be sold subsequent to Dec. 31, 1832, shall be divided among the 24 States of the Union, according to their respective federal representative population, as ascertained by the last census, to be applied by the Legislatures of the said States to such objects of education, internal improvement, colonization, or reimbursement of any existing debt contracted for internal improvements, as the said Legislatures may severally designate and authorize. . . .

PUBLIC LAND PROCEEDS FOR EDUCATION AND OTHER PURPOSES

Resolved, That so soon as the public debt of the United States shall have been discharged, or such provision made therefor as shall release the public lands from the claims of the public creditors, the net proceeds of the sale of those lands shall be applied, under such regulations as the Legislatures of the several States and Territories may respectively provide, in the proportion of one moiety to popular education, and the other to the removal of such free people of color

thereof, as may desire to emigrate to Liberia or Africa, or elsewhere beyond the limits of the United States and of their Territories.

Resolved, That, effecting the preceding purposes, the proceeds of the sales of the public lands be distributed among the several States according to their respective numbers.

[This can be considered an educational measure only insofar as it offered States the opportunity to use the funds for the promotion of education. The purpose of the bill, however, was "financial" rather than educational. An Act to regulate deposites of money and to distribute surplus revenue to the States].

Resolved, That a committee of one from each State be appointed by the Chair, to inquire into the propriety of reporting a bill to appropriate, for the purposes of free schools, academies, and the purposes of education, an increased portion of the public lands, for the benefit of all the States and Territories.

Legislative action: Debated (p. 488). Debated and modified to read as follows:

1. Resolved, That each of the United States has an equal right to participate in the benefit of the public lands, the common property of the Union.

2. Resolved, That each of the United States in whose favor Congress have not made appropriations of land for the purposes of education, are entitled to such appropriations as will correspond in a just proportion, with those heretofore made in favor of other States.

3. Resolved, That the Committee on report a bill making increased appropriation of the public lands, the property of the United States yet unappropriated, to all the States and Territories of the United States for the purposes of free schools, academies, and the promotion and diffusion of education in every part of the United States.

Motion that the memorial of the General Assembly of the State of Illinois, remonstrating against the mode and price of disposing of the public lands, be referred to the Committee on Public Lands, with instructions that the said committee report a bill to grant prospective pre-emptions to settlers on the public lands, and to reduce the price to settlers according to the price of said lands.
