COLLEGE HOUSING LOANS

S. 2246 (as passed): (1) Title IV provides for a revolving fund of $300 million to enable the Housing and Home Finance Administrator to make loans to assist institutions of higher learning in providing housing for their students and faculties. Funds may be used for new construction, or for alterations, conversions, or improvement of existing structures where necessary for the proposed housing use. (2) Title II amends P.L. 796, 80th Congress, to provide for additional transfers of war and veterans' housing to "any State or political subdivision thereof, local housing authority, local public agency, nonprofit organization, or educational institution."

LOANS BY R.F.C. FOR COLLEGE HOUSING

H.R. 6070 (as passed by the House): Title III would amend the Reconstruction Finance Corporation Act, as amended, to authorize the R.F.C. to purchase obligations of and to make loans to nonprofit educational institutions of higher learning for the construction of student and faculty housing, such loans to bear interest at not more than 4 percent per annum, and to be repaid at not longer than 40 years. No special fund was authorized to be set aside for that purpose.

FEDERAL AID FOR ELEMENTARY AND SECONDARY SCHOOLS

H.R. 7940 (as passed): To authorize the Commissioner of Education to provide financial assistance in fiscal year 1951 and the three succeeding fiscal years to those local educational agencies upon which the United States has placed financial burdens by reason of the fact that

(1) the revenues available to such agencies from local sources have been reduced as the result of the acquisition of real property by the United States; or (2) such agencies provide education for children residing on Federal property; or (3) such agencies provide education for children whose parents are employed on Federal property; or (4) there has been a sudden and substantial increase in school attendance as the result of Federal activities. Funds so provided are to be used for "current expenses," excluding acquisition of land, the erection of facilities, interest, or debt service.

S. 2317 (as passed): To authorize (1) the appropriation of $3 million to assist the several States to inventory existing school facilities, to survey the needs for the construction of additional facilities, to develop State plans for school construction programs, and to study the adequacy of State and local resources available to meet school facilities requirements; and (2) a 3-year program of assistance for school construction in those school districts which have been seriously overburdened with enrollments resulting from defense and other activities of the Federal Government. Local school districts are to receive payments (in varying amounts) for children whose parents live or work on non-taxable Federal property located in the State.
