PREFACE Unlike the previous publication concerned with education legislation, this document presents in digest form the current laws affecting Federal participation in education. Local and State educators responsible for the administration of finance have frequently requested information regarding the financial assistance provided by the Federal Government to States and localities and to institutions of higher education. Since much of the legislation introduced into Congress is never enacted it becomes difficult to determine which of the public laws passed are currently in operation. Many are in doubt as to the specific provisions of the various laws. Still others raise questions as to the eligibility requirements and the procedure to be followed in order to obtain the requested assistance. For these reasons, the Legislative Reference Service of the Library of Congress was asked to prepare this present document. It must be borne in mind that all areas of education legislation may not be included in this document since many Federal programs do not come under the purview of this committee. However, we have taken the liberty of including the college housing program and educational television even though these particular programs are not included in the jurisdiction of the Committee on Education and Labor since so many requests are made to this committee regarding these matters. This publication may also serve as a reference in the study of the history of American education.
