FOREWORD

Throughout the history of the Committee on Education and Labor, which was established as a committee of the House of Representatives in 1867, attention has been given to the development of documents which elucidate the work and policies of the Committee. It has been traditional for all hearings to be recorded so that the public which participates in their development may also share in the findings.

Likewise, there has been a concern for increased understanding of the many facets of Federal participation in education. To that end, members of the Committee and staff have expanded the background information relative to legislation under consideration through the medium of the Committee Print.

Because of the growing recognition of the importance of "on the scene" investigations of the work of the Committee and travel to ascertain interrelationships which may exist between the activities of education in this country with foreign nations, members of the Committee have contributed their findings through Committee reports.

This bibliography of 207 entries represents the composite of these activities since the 56th Congress with the publication "Education of the Blind" published in 1901 until October 1962 with the publication of "Problems of the Aged and Aging."

PREFACE

The Committee on Education and Labor has received an increasing number of requests for a bibliography of available materials on Education published by the Committee. To this end, the Legislative Reference Service of the Library of Congress was requested to help in the development of such a list of selected references.

The preparation of a bibliography of this nature involves some selection since it is often difficult to determine which matters are largely educational and which are not. Especially is this true if they were written by persons not connected with the Education subcommittees or staffs. For example, we have included references to youth apprenticeship programs, although this legislation was assigned to the Labor side of the Committee. We have also included training and rehabilitation for education. We wish to mention further that the references do not include matters related to the transfer or conveying of lands for specific schools nor many other matters that are educational in nature but which do not come under the purview of this committee. Only publications developed for or by the Committee on Education and Labor are included.

We hope that this bibliography will meet the requirements of the requests made and that we will be of continued service to the American public in this manner.

The following is a listing of Committee publications with a major focus upon education. Some judgments have been made in this selection of Committee publications and the term education has been considered to include also training and rehabilitation. The listing contains references to the various proposals and programs of federal aid to education for the periods designated. Copies of the publications listed should be available for examination in the major research and document depository libraries throughout the country. We regret the Library of Congress has no copies for distribution.
