Health Resources and Services Administration (HRSA) To provide leadership in the Public Health Service for general health services and resource issues relating to access, equity, quality, and cost of health care. HRSA is supported by three Bureaus. Office of the Assistant Secretary for Health (OASH) To provide leadership and direction for activities of the Public Health Service Agencies and to operate three OASH programs Minority Health, Disease Prevention and Health Promotion, and Physical Fitness which educate the public about occupational, societal, environmental and behavior factors which affect health. The Administration for Children and Families (ACF) (93.55093.674) The Administration for Children and Families was established on April 15, 1991 (56 FR 15885) to provide national leadership and direction to plan, manage and coordinate the nationwide administration of comprehensive and supportive programs for vulnerable children and families. ACF oversees and finances a broad range of programs for children and families, including Native Americans, persons with developmental disabilities, refugees, and legalized aliens, to help them develop and grow toward a more independent, self-reliant life. These programs are carried out by State, county, city, and tribal governments, and are designed to promote stability, economic security, responsibility. ACF is comprised of the following major operating divisions: the Administration for Children, Youth, and Families; the Administration on Developmental Disabilities; the Administration for Native Americans; the Office of Child Support Enforcements; the Office of Community Services; the Office of Family Assistance; and the Office of Refugee Resettlement. The Administration for Children, Youth, and Families (ACYF) advocates matters relating to the sound development of children, youth, and families. ACYF administers States grant programs under Titles IV-B and IV-E of the Social Security Act; manages 93.652, Adoption Opportunities and other discretionary programs for the development and provision of child welfare services; administers discretionary grant programs providing Head Start services (93.600), Runaway Youth (93.623) facilities, and the Child Abuse Prevention and Treatment Act; and supports and encourages services which prevent or remedy the effects of abuse and/ or neglect of children and youth. It also administers 93.575, Child Care and Development Block Grant and manages key initiatives to involve the private and voluntary sectors in the areas of children, youth, and families. The Administration on Developmental Disabilities (ADD) serves as the focal point in the Department to support and encourage the provision of quality services to persons with developmental disabilities. ADD assists States to improve service outcomes by increasing the independence, productivity, and community inclusion of persons with developmental disabilities through the design and implementation of a comprehensive and continuing State plan. ADD administers 93.630, Basic Support and Advocacy grant program and other discretionary programs (93.631-93.632) for the provision of services to persons with developmental disabilities under the Developmental Disabilities Assistance and Bill of Rights Act. It also serves as a clearinghouse and resource for information for service providers at the national, regional, State, and local governmental levels in the development of policies and programs to reduce or eliminate barrier experienced by developmentally disabled persons; and supports and encourages programs or services to prevent developmental disabilities. The Administration for Native Americans (ANA) advocates matters relating to American Indians, Alaskan Natives, Native Hawaiians, and Native American Pacific Islanders--collectively called 'Native Americans." ANA serves as the focal point in the Department for the full range of developmental, social, and economic strategies that support Native American self-determination and self-sufficiency. ANA administers grant programs to eligible Indian tribes and Native American organizations in urban and rural areas. The Office of Child Support Enforcement (OCSE) provides direction and guidance on child support enforcement matters, provides oversight to State Child Support Enforcement (CSE) program offices, and on activities authorized and directed by Title IV-D of the Social Security Act and other pertinent legislation. OSCE assists States in establishing adequate reporting procedures, maintaining records for the operation of the CSE programs and the costs incurred in collecting such amounts. Programs administered include 93.563, Child Support Enforcement and 93.564, Child Support Enforcement Research. The Office of Community Services (OCS) supports community programs that promote economic self-sufficiency, and administers programs that serve low-income and needy individuals while addressing the overall goal of personal responsibility of achieving and maintaining self-sufficiency. OCS programs include 93.569, Community Services Block Grant, 93.667, Social Services Block Grant, and the 93.568, Low-Income Home Energy Assistance Program (LIHEAP). The Office of Family Assistance (OFA) advocates public assistance and economic self-sufficiency programs. OFA provides direction and technical guidance to the nationwide administration of the following programs: 93.560, Family Support Payments to States Assistance Payments (Aid to Families with Dependent Children), 93.561, Job Opportunities and Basic Skills Training, and child care programs authorized under Title IV-A of the Social Security Act. OFA develops, recommends, and issues policies, procedures and interpretations to provide direction to these programs; assesses the performance of States in administering public assistance programs; reviews State planning for administrative and operational improvements; supports actions to improve effectiveness; and directs reviews, provides consultations, and conducts necessary negotiations to achieve adherence to Federal law and regulations in State plans for public assistance program administration. The Office of Refugee Resettlement (ORR) provides counsel and oversight for policies and programs regarding refugee resettlement, legalized aliens, and repatriation matters. ORR plans, develops, and directs implementation of a comprehensive program for domestic refugee and entrant resettlement assistance. Programs administered include 93.565, State Legalization Impact Assistance Grants, three Refugee and Entrant Resettlement programs (93.566, 93.567, and 93.576), and 93.579, U.S. Repatriation program. Health Care Financing Administration (HCFA) (93.773-93.779) Places under one Administration the oversight of the Medicare and Medicaid programs and related Federal medical care quality control staffs. The Medicare program provides basic health benefits to recipients Social Security and is funded through the Social Security Trust Fund. HCFA is concerned with the development of policies, procedures, and guidance related to the program recipients the providers of services such as hospitals, nursing homes, and physicians, the intermediaries who adjudicate claims, and the effective coordination with related Department programs, activities, and organizations which are closely related to the Medicare program. The Medicaid program through grants to States provides medical services to the needy and the medically underserved. HCFA is responsible for developing approaches toward meeting the needs of those who cannot afford adequate medical care; providing technical assistance to States and local organizations to extend the scope and content and improve the quality of medical care programs for the needy; and serves as the clearinghouse for information relating to the program. Social Security Administration (SSA) (93.802-93.812) Administers a national program of contributory social insurance whereby employees, employers, and the self-employed pay contributions which are pooled in special trust funds. When earnings cease or are reduced because the worker retires, dies, or becomes disabled, monthly cash benefits are paid to replace part of the earnings the family has lost. Part of the contributions go into a separate hospital insurance trust fund, so that when workers and their dependents become 65 years old they will have help with their hospital bills. They may also elect to receive assistance with medical expenses by paying a percentage of supplementary medical insurance premiums, while the Federal government pays the remainder. Together, these two programs are often referred to as 'Medicare." Under certain conditions, Medicare protection is also provided to people who are receiving Social Security or monthly Railroad Retirement benefits based on a disability. The principal functions of the Social Security Administration include: research and recommendations oriented to the problems of poverty, and health care for the aged, blind, and disabled; the planning, design, and development, on a long-range basis, of SSA administrative plans, including those for future automated data processing systems to be used in establishing and maintaining the basic records essential to SSAadministered programs; statistical measurement and systematic evaluation of the quality of SSA programs; development of programs and materials to assure that Congress, Federal and State governmental agencies, and the general public have an adequate knowledge and understanding of the protections, rights, and responsibilities under SSA administered-programs; policy guidance for the administration of the retirement, survivors, and disability insurance programs, as well as the supplemental security income program. In addition, the Social Security Administration, through a nationwide field organization of 10 regional offices, six SSA program service centers, and over 1,300 local offices, guides and directs all aspects of the cash benefit program operations of SSA, and directs the activities of those offices responsible for the various program operations.
