Program to make financial assistance awards to Indian tribes to estabPUB lish and operate programs to provide planning and negotiation resources to tribes interested in participating in the Self-Governance Demonstration Program (93.210, Tribal Self-Governance Demonstration Program: Planning and Negotiation Cooperative Agreements and IHS Compacts).

Program to establish an Institute for International Public Policy. The Institute shall conduct a program to significantly increase the num- 10 bers of African Americans and other under represented minorities in the international service, including private international voluntary organizations and the foreign service of the United States (84.269, Institute for International Public Policy).

Project grant program to States to administer and enforce State programs for occupational safety and health, limited to States having federally approved plans (17.503, Occupational Safety and Health).

Program set up to provide loan capital directly from the Federal government (rather than through private lenders) to vocational, undergraduate, and graduate students and their parents (84.268, Federal Direct Student Loan).

Program set up to stimulate the transition to a growing, integrated, national industrial capability which provides the most advanced, affordable, military systems and the most competitive products (12.911, Defense Technology Conversion, Reinvestment, and Transition Assistance).

Project grant program set up to promote the goals of development and widespread availability of advanced telecommunications technologies; to enhance the delivery of social services and generally serve the public interest; and to support the advancement of an advanced nationwide telecommunications and information infrastructure (11.552, Telecommunications and Information Infrastructure Assistance Pro

gram).

Project grant program to demonstrate and collect information on the feasibility, costs, appropriateness, and acceptability (to practitioners and patients) of telemedicine for improving access to health services for rural residents and reducing the isolation or rural practitioners and to demonstrate how telemedicine can be used as an effective tool for the development of integrated systems of health care for rural areas (93.211, Rural Telemedicine Grants).

Program set up to provide statistical trade and export information that can be used by Federal, State and local agencies, businesses, industries, educational institutions and the general public; also, personal computer-based electronic bulletin board that provides access to files containing trade leads, official press releases and statistical data prepared by a wide range of Federal government agencies (11.026, National Trade Data Bank (NTDB); 11.027, Economic Bulletin Board (EBB)).

Program to support Hispanic Serving Institutions in advancing the development of human potential by providing quality educational experiences, training and employment opportunities to minority students interested in transportation-related careers and support the design and implementation of educational programs, to encourage, promote and assist minority entrepreneurs (20.906, Hispanic Serving Institutions- Student Training and Education).

Grant program to provide financial support for demonstration projects aimed at existing municipalities to design and implement Wellhead Protection Programs. Program to assist States, other public or nonprofit entities and or individuals in conducting research, experiments, investigations, training, demonstration, surveys or studies related to reducing pollution and improving the quality of living resources in the Chesapeake Bay.
