because of the contacts that we have had with them. We have had contacts. We had a meeting in my office with Mr. Gruz, Mr. Kaufman, Mr. Shumer, and Mr. Lachman. Mr. Shumer is a pharmacist who has practiced for many years in our target area, a drugstore known as Pendall Pharmacy, which formerly was open 24 hours a day. At that meeting Mr. Shumer told us they could no longer provide these types of services because of the dangers of the neighborhood. Now, Mr. Shumer and I had a very good conversation as a result of that meeting. One of my concerns in attempting to create this center is that we are going to be able to give services at hours that people need services. I think that Mr. Shumer regretted that he had to stop his all-night services. He talked with me about cooperating with us and possibly when we erect the center that we possibly could give 24-hour services and that he would be able to cooperate with us.

So I think this shows we have talked and we have had some meeting of the minds.

There are any number of drugstores within this target area. I am not at all sure that 44 is the correct number. I am not at all sure that all of these men in this area are members of the Maryland Pharmaceutical Association.

Mr. POTVIN. How about the Baltimore Pharmaceutical Association? Dr. PINKNEY. I am not at all sure that they are members of that. I would be concerned, as I am, about any vendor program by this association if it did not have control over men who were not members.

I would like to show you at this point some pictures of what drugstores look like in the target area. These are some pictures that were taken of the target area pharmacies. I will submit these to the committee. I would like for you to know that on these pictures there is a very generous advertisement of liquor. I would like to particularly point out this one, which has a sign that says "We Fill Medical Care Prescriptions" and at the bottom it says "We Recommend Melrose Rare."

Mr. CONTE. What kind of prescription is that?
Dr. PINKNEY. I don't know, sir.

I have some other pictures here that I am not going to present. I hope another member of our group will be able to present them in order to tell you more about a pharmacy that is within our target area that we feel is doing a very good job in the type of presentation that it makes.

I think I better close now, Mr. Chairman.

Mr. CONTE. Doctor, under Maryland law are drugstores permitted to sell liquor for other purposes than medical?

Dr. PINKNEY. Every day except Sunday.

Mr. POTVIN. Mr. Chairman-Doctor, would you not agree, sir, that one of the problems that the retail pharmacist faces is that he, himself, suffers from a kind of poverty? That is to say, these people are facing differential pricing, they are facing a host of kinds of competition of what is often termed the mamas and the papas in the industryit is terribly tough. The minimum orders to get any discounts from their suppliers are larger than their needs, or at least their assets will allow them to place. I went through a number of drugstores like this in the Bronx, in New York. They were sort of small, shabby, some of them were little fly specks. But these were good, honest people, trying to make a living.

Do you not feel this is why they have taken to carrying, I suppose, electric toasters, and liquor, and all the rest, rather than because they are inherently bad people? This is simply their survival response, is it not?

Dr. PINKNEY. Mr. Chairman, in your neighborhood drugstores are not so arrayed.

Mr. POTVIN. I beg your pardon?

Dr. PINKNEY. I said in your neighborhood drugstores are not so arrayed as those are.
