HATCH, DIVISION ENGINEER OPENING REMARKS Mr. BEVILL. The committee will come to order. General Hatch, you may proceed as you wish. We are glad to have you, and you probably will want to introduce those with you. INTRODUCTION OF WITNESSES General HATCH. Mr. Chairman and members of the committee, I am Brigadier General Henry J. Hatch. This is my first opportunity to appear before you since taking command of the Pacific Ocean Division last April. As the Division Engineer, I would like to report on the fiscal year 1981 budget request for the Civil Works program of the Pacific Ocean Division. Accompanying me are Mr. Kisuk Cheung, Chief of Engineering Division; Mr. Clarence Fujii, Chief of Planning Branch; and Mrs. Marian Yamashiro, Chief of Program Section. AREA OF RESPONSIBILITY The Pacific Ocean Division covers the entire Pacific basin and has the largest geographical area among all of the Corps' Divisions. We have Civil Works responsibilities in the State of Hawaii, Territories of Guam and American Samoa, and in the Commonwealth of the Northern Mariana Islands. The total population of these areas is about 1,100,000. We also have certain regulatory authorities in the navigable waters of these areas as well as throughout the Trust Territories of the Pacific Islands. A wide range of cultures and economic, environmental, and social standards can be found in these areas of the Pacific basin. |
