The subcommittee met, pursuant to notice, at 10:15 a.m., in room 5302, New Senate Office Building, Senator John Sparkman (chairman of the committee) presiding. Present: Senators Sparkman, Stevenson, Tower, and Taft. The Senate is already in session, so we are going to have to move along because we do not know when we may have to go over there. I believe there is to be a roll call at noon. We are resuming the hearings that we started several weeks ago when we had 2 days of hearings on housing and urban development legislation for 1971. The principal bills before the subcommittee are the administration's bills, S. 1618, S. 2333, the proposed Community Development Acts, and S. 2049, the Proposed Housing Consolidation and Simplification Act of 1971. In addition, there are some 25 other bills pending before the subcommittee, covering a variety of subjects, there are also included in these hearings. As you can see, we have a rather wide ranging program that we can work on. The first 2 days of hearings held August 2 and 3 highlighted the testimony from Secretary Romney, provided the subcommittee with basic information on the major bills before us. The proceedings of these hearings have been published as part 1 and is available now. In addition to the 2 days of testimony, part 1 contains extensive explanatory material on the major bills and reprints of all other bills pending before the subcommittee at the beginning of the August recess. Copies of part 1 of the hearings are available at the subcommittee office. Hearings on the pending legislation are scheduled for all of this week and Monday through Wednesday of next week. I hope we may be able to complete the hearings within that time. (Additional bills and reports are reprinted as follows:) 92D CONGRESS 1ST SESSION S. 2522 IN THE SENATE OF THE UNITED STATES SEPTEMBER 15, 1971 Mr. CRANSTON introduced the following bill; which was read twice and referred to the Committee on Banking, Housing and Urban Affairs A BILL To increase the Government National Mortgage Association purchase limit in high cost areas. 1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That section 305 is amended to read: "With a view to fur4 ther carrying out the purposes set forth in section 301 (b), 5 and notwithstanding any other provision of this Act, the As6 sociation is authorized to make commitments to purchase and 7 to purchase at par, service, or sell any mortgages which are 8 insured under title II of this Act or guaranteed under chapter 9 37 of title 38, United States Code, if the original principal 10 obligation of any such mortgage does not exceed $22,000: |
