(d) Section 1101 (f) of such Act is amended by striking

out "as a group practice facility".

SEC. 2. Section 1105 (a) of the National Housing Act is

amended by striking out "(as defined in section 1106 (1))" 16 and inserting "or medical practice facilities (as defined in

section 1106) ".

SEC. 3. Section 1106 of the National Housing Act is amended

(1) by redesignating paragraphs (2) through (8) as paragraphs (3) through (9), respectively; and

(2) by adding after paragraph (1) a new paragraph as follows:

"(2) The term 'medical practice facility' means an adequately equipped facility in which one or more (not

to exceed four) persons licensed to practice medicine in the State where the facility is located can provide, as may be appropriate, preventive, diagnostic, and treatment services, and which is situated in a rural area or small

town, or in a low-income section of an urban area, in which there exists, as determined by the Secretary, a critical shortage of physicians. As used in this paragraph, the term 'small town' means any town, village, or city

having a population of not more than 10,000 inhabitants

according to the most recent available data compiled by the Bureau of the Census; and the term 'low-income section of an urban area' means a section of a larger urban

area in which the median family income is substantially

lower, as determined by the Secretary, than the median

family income for the area as a whole."

This replies to your request for our comments on S. 2269, a bill "To amend title XI of the National Housing Act to authorize mortgage insurance for the construction or rehabilitation of medical practice facilities in certain areas where there is a shortage of doctors".

The bill would authorize FHA mortgage insurance for medical facilities designed for use by one to four doctors in rural areas or small towns or in low-income sections of urban areas.

This Department's function under the bill would be largely
a technical one of providing FHA mortgage insurance. The
Department of Health, Education and Welfare is better able
to analyze the proposal from the standpoint of the need
for the contemplated medical facilities and the relationship
of the bill to meeting that need. Consequently, while we
are sympathetic to the objectives of the bill, we defer to
the Department of Health, Education and Welfare as to the
desirability of its enactment.

The Office of Management and Budget has advised that there is no objection to the presentation of this report from the standpoint of the Administration's program.

(1) inserting in the parenthetical material in paragraph (1) after the words "persons licensed to practice dentistry in the State" a comma and the following: "or, in the case of podiatric diagnosis or treatment, is under the professional supervision of persons licensed to practice podiatry in the State";
