Mr. WILLIAMS introduced the following bill; which was read twice and referred to the Committee on Banking, Housing and Urban Affairs

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Housing for the Elderly 4 Act".

5 ASSISTANT SECRETARY FOR HOUSING FOR THE ELDERLY SEC. 2. (a) The first sentence of section 4(a) of the

7 Department of Housing and Urban Development Act is

8 amended by striking out "six" and inserting in lieu thereof 9 "seven".

(b) Subsection (b) of section 4 of such Act is amended

1 by inserting "(1)" after "(b)" and by adding at the end

2

thereof a new paragraph as follows:

"(2) One of the Assistant Secretaries provided for in 4 subsection (a) shall be designated Assistant Secretary for 5 Housing for the Elderly. All of the programs administered 6 by the Department to provide aid or assistance in behalf of 7 the elderly shall be administered by and through the Assist8 ant Secretary so designated. In addition the Assistant Secretary shall

"(A) be regularly consulted with respect to all

11 other programs of the Department to the extent that they provide or otherwise involve housing for the

elderly;

(B) provide a central source and clearinghouse of information with respect to housing for the elderly; and

"(C) coordinate housing programs for the elderly and seek ways to consolidate programs which overlap."

SEC. 3. The last sentence of paragraph (12) of section 21 15 of the United States Housing Act of 1937 is amended

SEC. 4. (a) The Assistant Secretary for Housing for

the Elderly, the Secretary of the Treasury (or his designee),

1. and the Secretary of Health, Education, and Welfare (or 2 his designee) shall constitute an interagency committee for 3 the purpose of making a study and report as provided in 4 this section.

5 (b) (1) The committee shall consider and propose 6 practicable ways of providing relief to elderly persons of 7 moderate incomes (not to exceed $7,500 per annum) (A) 8 whose real property taxes exceed 5 per centum of their 9 incomes, or (B) who are paying in excess of 20 per centum 10 of their incomes in rent for dwelling accommodations. In 11 undertaking such study the committee shall consider, with12 out being limited to, practicable ways of providing such 13 relief through the Federal income tax laws, and/or through 14 Federal assistance to those States or political subdivisions 15 which are carrying out realistic programs in mitigation of 16 the financial plight of such persons.

(2) The committee shall also review those Federal

programs under which lower income persons are assisted 19 directly or indirectly in obtaining rental accommodations in 20 public or other federally assisted housing with a view to 21 developing practicable proposals to avoid penalizing such

persons with respect to their rents or eligibility for such 23 accommodations by reason of any increase in benefits under

any Federal or federally assisted State retirement, disability, 25 veterans, public assistance, or other similar programs.

(c) The committee shall report its findings and recom

2 mendations to the President and to the Congress at the

3 earliest practicable date, in no event later than Decem4 ber 31, 1971.

A BILL

To amend title V of the Housing Act of 1949 to assure borrowers of the right to employ qualified attorneys of their choice in performing necessary legal services in connection with loans under that title.

tives of the United States of America in Congress assembled,

3 That section 510 of the Housing Act of 1949 is amended—

(1) by inserting "(a)" after "SEC. 510.";

(2) by redesignating paragraphs (a)–(g) as para

graphs (1)-(7) respectively;

(3) by redesignating subparagraphs (1) and (2) of paragraph (3) (as hereinabove redesignated) as

subparagraphs (A) and (B) respectively; and
