Mr. HOLLINGS introduced the following bill; which was read twice and referred to the Committee on Banking, Housing and Urban Affairs

A BILL

To extend and amend laws relating to housing and urban development, and for other purposes.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That title V of the Housing Act of 1949 is amended by add4 ing at the end thereof a new section as follows:

"MOBILE HOMES

"SEC. 525. (a) As used in this title, the term 'housing'

7 shall, notwithstanding any other provision of this title and to 8 the extent deemed practicable by the Secretary, include 9 mobile homes.

"(b) With respect to mobile homes financed under this

11 title, the Secretary shall

"(1) prescribe minimum property standards to assure the livability and durability of the mobile home and

the suitability of the site on which it is to be located, and

“(2) obtain assurances from the borrower that the mobile home will be placed on a site which complies with

standards prescribed by the Secretary and with applicable local requirements.

9 Loans under this title for the purchase of mobile homes shall 10 be on the same terms and conditions as are applicable under 11 section 2 of the National Housing Act to obligations financing 12 the purchase of mobile homes."

A BILL

To assist in the provision of housing for the elderly, and for other purposes.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Housing for the Elderly 4 Act".

5 ASSISTANT SECRETARY FOR HOUSING FOR THE ELDERLY SEC. 2. (a) The first sentence of section 4 (a) of the

7 Department of Housing and Urban Development Act is 8 amended by striking out "six" and inserting in lieu thereof

9 "seven".

(b) Subsection (b) of section 4 of such Act is amended

1 by inserting "(1)" after "(b)" and by adding at the end

thereof a new paragraph as follows:

"(2) One of the Assistant Secretaries provided for in 4 subsection (a) shall be designated Assistant Secretary for 5 Housing for the Elderly. All of the programs administered

by the Department to provide aid or assistance in behalf 7 of the elderly shall be administered by and through the As8 sistant Secretary so designated. In the exercise of this authority, the Assistant Secretary shall—

"(A) make maximum use of the loan program under section 202 of the Housing Act of 1959 in providing housing and related facilities for the elderly;

"(B) be regularly consulted with respect to all other programs of the Department to the extent that they provide or otherwise involve housing for the elderly;

"(C) provide a central source and clearinghouse of information with respect to housing for the elderly;

"(D) coordinate housing programs for the elderly and seek ways to consolidate programs which overlap;

and

"(E) carry out studies and make recommendations for such administrative and/or legislative action as may be appropriate to meet the housing needs of the elderly in rural areas, including emergency grants where neces

sary for the repair or rehabilitation of dwelling units."

MORTGAGE INSURANCE TO ASSIST IN PROVIDING HOUSING

FOR THE ELDERLY

3 SEC. 2. Section 231 of the National Housing Act is 4 amended by adding at the end thereof a new subsection as 5 follows:

6 "(g) (1) Notwithstanding any other provision of this 7 section, no mortgage shall be insured under this section after 8 the date of enactment of the Housing for the Elderly Act 9 unless

"(A) the mortgage is executed by a mortgagor described in subsection (c) (3); and

"(B) the property or project covered by the mortgage is new construction, and is designed exclusively (subject to subsection (f)) for the use and occupancy

of elderly persons.

"(2) Any property or project covered by a mortgage in17 sured under this section after such date may, notwithstanding any other provision of this section, include (in addition

to dwelling units) an intermediate care facility, a nursing care 20 facility, or a combined intermediate care and nursing care

"(3) As used in this subsection

“(A) The term 'nursing care facility' means a
