SUPERGRADE REQUIREMENTS

COMMITTEE ON POST OFFICE AND CIVIL SERVICE,

Washington, D.C. The subcommittee met, pursuant to notice, at 10:15 a.m., in room 215, Cannon House Office Building, Hon. David N. Henderson (chairman of the subcommittee) presiding.

Mr. HENDERSON. The subcommittee will come to order.

This morning we are to begin public hearings on the requirement for supergrades, that is GS-16, 17, and 18 positions under the Classification Act of 1949, as amended, for various departments and agencies of the Federal Government.

The subcommittee has for consideration two bills, H.R. 10498, introduced by Hon. Clarence Long of Maryland, and an identical bill, S. 2393, which passed the Senate on September 1, 1965, and was referred to the House Post Office and Civil Service Committee. These bills provide for a maximum of 100 supergrades for the President to use for agencies or functions created or substantially expanded after June 30, 1965.

We are today, however, beginning a review of top-level job requirements for all departments and agencies. The Chairman of the Civil Service Commission, Hon. John Macy, who is currently charged with the allocation and control of a majority of the Federal Government's supergrades, has been invited to speak on the requirements for the executive branch.

The Acting Comptroller General of the United States, Hon. Frank H. Weitzel, will discuss the needs for the General Accounting Office, and the Librarian of Congress, Dr. L. Quincy Mumford, will present the requirements for the Library.

Our colleague, Hon. Clarence D. Long, of Maryland, who is the author of H.R. 10498, has advised us he will be in later and as soon as he comes in, at his convenience, we will hear from him.

At this point I am delighted to welcome my good friend, Hon. John W. Macy, Jr., Chairman of the Civil Service Commission.
